Governance of the Discontinuation of Socio-Technical Systems

Abstract
This project aims at a better understanding of the governance of the abandonment of socio-technical systems. So far, the governance of socio-technical systems has preferentially been associated with advancement and innovation. Discontinuation of socio-technical systems is, at most, discussed as regime change, innovation setback or failure-as if advancement and innovation was the only direction in which socio-technical development and governance would go.
There are, however (in the past and in the present) relevant cases of purposeful discontinuation of
socio-technical systems and their surrounding infrastructures. Recent examples of discontinuation indicate the significant pace and political momentum that can be acquired in such phenomena: (1) nuclear energy; (2) automotive combustion engines; (3) incandescent light bulbs; (4) the synthetic pesticide DDT. Governments and companies currently invest enormous resources into quick reversing of these systems.
This project will look into the governance of discontinuation by observing and analysing relevant institutions, actor networks, governance strategies, and national pathways. The project will ask which forms and ways of termination are empirically real in the aforementioned sectors and which are thinkable in principle. The basic research undertaken with this project will provide indicators and appraisal practices for assessment of governance interventions dedicated to discontinuation of socio-technical systems. On this basis, a set of "discontinuation governance practices" reflecting the options and limitations of dedicated discontinuation governance will be pioneered for refinement in follow-up projects providing relevant strategic intelligence for all involved actors. The project will help to thoroughly understand, for the first time, how the discontinuation of socio-technical systems works and to define the options and restrictions on such governance activities.

Planned Impact
The research groups have an extremely strong track record of engagement with policy (see CVs for links):
For example, STePS has since many years been recognised worldwide for its activities with the method of 'Constructive Technology Assessment' (Rip 2002, 2006), which improved the ways in which dynamics of processes of technological development and the ways in which socio-technological change can be assessed. Research on 'Science and Innovation Policies', very much related to S. Kuhlmann (Smits/Kuhlmann/Shapira 2010; Shapira/Kuhlmann 2003), analyses transformation processes of the research and innovation system, the role of governance and policy making in this transformation and the processes by which scientific knowledge contributes to policy making and innovation. P. Stegmaier has carried out research on the governance and public engagement activities of big 'society and genomics' projects, as well as organised various workshops with scientists and practitioners on various approaches to converging scientific and social issues, as well as on the interaction of life science and social science in the area of genomics research (Stegmaier 2009a, b, c). He has further edited and contributed to books conceptualising new horizons in social theory (Stegmaier et al. 2008).
Stirling's novel 'diversity analysis' method was employed in 1995 UK White Paper on the Future for Nuclear Power and as a current UK, OECD and UNESCO index and statistic. He developed the 'Cooperative Research' concept later employed as strand in EU FP7 Research Programme (2005). He developed a framework for precautionary appraisal used by EEA and referred to in EU Precaution White Paper (2001). He has served on statutory scientific advisory committees on hazardous chemicals (ACTS) and GM foods in the UK and energy policy in the EU and is currently a member of policy advisory groups for the Royal Society, Nuffield Council on Bioethics, UK Department DEFRA and BIS, the European Commission, UNESCO, International Human Dimensions Programme. Impacts also include leadership service on steering boards for five UK national initiatives in public participation and as a member of Boards, Councils or Steering Groups for Greenpeace (International, UK, USA and Sweden), Genewatch (UK), Green Alliance (UK) and the Global Energy Observatory (Paris).
TSG has investigated the emergence of socio-technical systems and has related innovation pathways to the dynamics of actor networks (Weyer et al. 1997). The stabilization and de-stabilization of actor networks at different stages of technological paths is one core element of the "Phasenmodell" (phase model) that combines concepts of social constructivism, network theory and policy studies. In recent years the transformation of large technical systems, e.g. in air transportation or road transportation, has been studied, referring to the increasing use of smart, autonomous systems, but also referring to new modes of governance of complex systems in the network society (Weyer/Schulz-Schaeffer 2009, Weyer 2011, Weyer 2008). TSG has plenty experience in Agent-Based Modelling and Simulation (ABMS), e.g. applying this method to issues as human-machine interaction (Fink/Weyer 2011, Weyer et al. 2011, Mölders et al.) or governance of complex systems (Lücke/Mölders 2011).
To insure this record of high policy impact is sustained for this project, we have devoted work packages 10 (formulation of a 'discontinuation governance practices set'), 6 (business games) and 11d (International Conference including policy-makers and business managers) to policy and management implications targeted to complementary audiences in interactive ways.

Description | Perhaps the most significant is the finding confirmed in Parliamentary select Committee evidence and discussion and documented in 'impacts' that UK energy strategies are influenced in concealed ways by military nuclear interests. Behind this, this research has developed key findings around three core areas.: democracy in sociotechnical transitions, nuclear powered submarines, and synthesis research around understanding discontinuation in technological systems. Through detailed research of a variety of technical, economic and social criteria we uncovered the key role that qualities of democracy has played in driving the respective energy transitions of Germany and the UK, which provides important insights for innovation and technology studies in exploring the hitherto understudied general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. A second set of findings through systematic hypothesis testing of potential drivers behind the intensity of UK nuclear commitments uncovered evidence regarding the role that the aims to maintain nuclear submarine capabilities plays in UK civil nuclear commitments, a factor that had hitherto been neglected. We have also synthesised key findings as part of the wider DiscGo research group which has developed a heuristic for conceptualising and understanding the role of governance in the understudied policy field of discontinuing technological trajectories, with implications for a range of key governance challenges. |
Exploitation Route | Project outputs have attracted wide academic, media and other interest for an issue that was hitherto entirely unreported on. The research has been reported in the New York Times, Die Tageszeitung, Scientists for Global Responsibility, and numerous blogs have been written by the authors for The Guardian, The Conversation, The Ecologist, Oxford Research Group and the Bertrand Russell Foundation. A key meeting was held with the National Audit Office (NAO) regarding findings from the submarine-related research. We hope that these findings will be used by key stakeholders in academia, the media, government and others. Strong press and civil society at an international level in the key findings documented here, have led to a number of invitations to contribute to ongoing initiatives around these issues. |

Description | Since the last report, research initiated as part of this project concerning the relationship between military and civil nuclear infrastructures has resulted in an unusually high degree of impact. Prominent news stories have been published in the Guardian, Economist, New York Times, Deutsche Well and Tageszeitung as well as many other periodicals. Senior civil servants have confirmed our findings in answer to questions asked in Select Committee Hearings explicitly based on this research. Some key impacts in this regard are detailed here: http://www.sussex.ac.uk/spru/newsandevents/2017/findings/nuclear This research illuminating the importance of qualities of democracy as a significant factor in shaping the ease with which different countries approach discontinuation governance and the role that industrial and skills requirements surrounding nuclear submarines play in civilian energy policy, has been drawn on in the newspaper articles mentioned above, as well as appearing in several blogs also mentioned above. Research findings on UK nuclear power have also been communicated in key University of Sussex press releases, through an interview with ITV News on nuclear decision making in the UK, as well as in oral evidence for the Welsh Affairs Select Committee's inquiry on the future of nuclear power. Findings from this research project have also been communicated with the National Audit Office. The research also featured in 2017, in two major news stories in the Guardian. Evidence was invited to two select Committees (BEIS and PAC). In the latter case, questions based on evidence were posed of a senmior civil servant and elicited substantive confirmation of the key hypothesis in the research - that UK policy on civil nuclear energy is (in a fashion that is entirely undocumented in formal documentation), to a significant extent driven by perceived imperatives on the military side, to sustain the national industrial capabilities necessary to maintain nuclear submarines as a platform for strategic nuclear weapons. Further significant impacts have occurred in the most recent reporting period, including further evidence to the BEIS Select Committee, which was widely reported in high profile international media stories (including detailed stories in the Indepdenent and by Roger Harabin for the BBC and an invitation to a series of interviews for a Taiwanese daily newspaper. Among other developments so far explicitly on the basis of this evidence, the SNP initiated a motion in the Scottish Parliament. |
