Abstract

The project, titled 'African Research Network for Urbanization and Habitable Cities' aims at providing a strategic platform for developing research capacities in African Institutions to address the Sustainable Development Goals. Using a hub and spoke model that will see increased collaboration amongst African teams from diverse disciplines, the Network aligns closely with the focus of the ARUA-UKRI GRCF Partnership Programme for creating and strengthening African-African teams and networks.

As the host of the ARUA Centre of Excellence on urbanization and habitable cities, the University of Lagos is the Network hub, providing administrative and research leadership. The pioneer spoke universities are: Federal University of Technology, Minna, Obafemi Awolowo University both in Nigeria; University of Ghana, University of Cape Town, South Africa; American International University (West African Campus), The Gambia; Sierra Leone Urban Research Centre of the Njala University, Sierra Leone, University of Zambia and Uganda Martyrs University, Uganda. This reflects partnership between Sub-Saharan African countries, ranking predominantly as Least Developed and Lower Middle Income Countries on the DAC-list. Another common feature among these countries is the negative impact of rapid urbanization on city forms, limiting productivity of residents and city competitiveness. This is the development challenge that the Network seeks to impact.

Taking advantage of the existing work of its host Centre of Excellence which has eight multidisciplinary research clusters that uses knowledge co-production frameworks in research, advocacy and capacity building programmes, the Network will work within several disciplines required to create sustainable cities, bringing in policy makers, city authorities, businesses, civil society and community residents for impact. In addition, the Network will draw on existing relationships with academic researchers, research groups and organizations in UK institutions who have committed to supporting it. Interactions between the Africa-UK partners will create long term linkages that will lead to expanded knowledge, policy action and transfer for improving productivity, city competitiveness and economic prosperity, and therefore, national economy. The development of newer and stronger partnerships that will endure beyond this grant period is a core impact factor for the Network.

Network activities include themed capacity building workshops to build skills in research, community engagement, policy engaged and business case development, research management, ethics and grant writing amongst others. Some of these will be offered on-line. Other activities are: masterclasses in specific knowledge areas, mandatory PhD colloquial in annual conferences, researcher exchange programs within the hub, spoke and UK universities to ensure mentoring and scoping studies to enable researchers (especially post-graduate and early careers) take part in research activities.
Research and knowledge outcomes arising from this activity will be disseminated through development of tool-kits, policy guide-lines and policy briefs, working papers, journal articles, conference proceedings, information pieces, blogs, monographs, book of readings, book of chapters and most importantly, short messages on social media outlets. Local language dissemination, stakeholder co-production and engagement workshops would be strongly prioritized for activities impacting local communities.

The activities of the Network will be led by the Principal Investigator/Centre Director, Professor T.G Nubi, a seasoned practicing academia who has a strong track record in research, mentoring, private-sector, policy and community engagement. His team will report to an Advisory Board that will oversee the activities of the network and review progress. Network Activities will be spread over 36 months with commencement in September 2019

Planned Impact

Who will benefit from this research?
The beneficiaries of the research outcomes are the key stake-holders whose individual and collective activities shape the urban space, rendering it efficient or inefficient as the case may be. These are:
i. Residential communities (reflecting all types of communities to be found in urban areas with consideration for informal and slum settlements)
ii. Public sector organizations, including government offices, public utility/infrastructure and land management agencies amongst others
iii. Private sector organizations whose business processes are created, or support urban growth; including professional bodies and investors
iv. Civil society organizations whose stake in the urban space is reflected in the diversity of their advocacy activities in socio-economic rights as well as other dimensions of sustainable development.

How will they benefit from this research?
The research will contribute to the delivery of outcomes supporting the improvement of lives and wellbeing of the urban poor, especially those in informal settlements through promoting and institutionalizing more supportive approaches that recognises the opportunities for private and public investment, innovation and human capital development that is often trapped in these communities. Network capacity building activities involving communities, civil society organizations working with them, and public sector organizations whose policy implementation affects them will have the impact of promoting deeper engagement and evidence driven practice leading to a more vibrant and well-informed urban society that makes use of evidence, and advocates based on evidence. The business community will be a beneficiary through targeted engagements with the network members. The opportunity to co-create innovative, economically viable urban solutions will be a direct impact from the project.

What will be done to ensure that they have the opportunity to benefit from this activity?
(i) Developing a strategy for engagement with target audiences: The Network will
develop engagement strategies that will recognize the most effective means of collaboration with beneficiary groups. In general, for research based activities, the preferred strategy is transdisciplinary research that brings in key stakeholders as research partners from project inception.
(ii) Contextualized methods for communication and engagement for each stakeholder group:
For instance, local language communication will be prioritized especially when working with local community partners. Policy briefs and policy papers will be more appropriate for communicating with government sector; blogs and on-line social media communication will be better suited for general audience, younger collaborators and local communities, while technical papers will be adopted for private sector partners.
(iii) Maximizing other opportunities for collaboration: In seeking sustainability of the
Network to make impact both during and after the ARUA-UKRI funding, a deliberate culture of collaborating with beneficiaries/stakeholders by partnering in grants application, fellowships, capacity building and events will be adopted. In this, the Network shall take advantage of the services offered by the University of Lagos Research and Innovation office, which provides support for collaborative activities from grant writing/management to patenting and technology incubation centres.
(iv) Monitoring and evaluation of impact plan activities: During the currency of the grant, monitoring and evaluation of activity impact would be carried out at the end of each specific activity -for example, at the end of jointly organized conferences and workshops, with the use of known impact evaluation tools

Description This award is in its second year. Major achievements so far include the building up of a network of African researchers from 10 Universities spread across the Continent, and collaboratively agreeing on core research themes over the grant period, We have recorded the successful completion of the 'Scoping Studies on The State of Infrastructure in African Cities' for the 2019/2020 Grant Year. We have discovered several areas of opportunities for sustainable transportation services and infrastructure provisions in African cities from this scoping studies and the reports are being prepared for publication in a book format to increase accessibility by an international audience. For the current grant year, fourteen writing teams have been assembled and they will be interacting with stakeholders from policy and communities to carry out the the 2020/2021 Scoping Studies on Informality and Inequality in Urban Africa.
Exploitation Route The outcomes of the scoping studies would provide up to date information about the State of Infrastructure across 10 African cities, thus proving a compendium upon which future research questions, possible problem solving collaborations and partnerships may be founded. Additionally, it is expected to produce a folio of best practices in Infrastructure provision that Policy makers in the cities can adapt to improve public service efficiencies.
The reports are being prepared for publication in a book format to increase accessibility by an international audience.

COVID-19 and African Cities Webinar Series (Multi-disciplinary): Outcome: Over 10 African Cities were featured at these discussions which provided an avenue for understanding the situation on the pandemic at the time Knowledge Output: A policy brief is being prepared from these efforts 4. Results and Impact The workshop was a follow-up to previous research development and capacity building activities of the spoke University - Obafemi Awolowo University, Ile-Ife, Nigeria and the Land Management and Administration Cluster aimed at advancing the frontiers of qualitative research methods, through training of participants (postgraduate students, researchers, and policy makers). The workshop exposed participants to different forms and types of qualitative research; trained them on the use different techniques of qualitative research in data collection; and introduced them to method(s) (AtlasTi and Nvivo) of qualitative data analysis.

Results and Impact The conference followed the pattern of focusing on front burner issues in African Cities where presentations of the Scoping Studies Research carried out over the grant year were made. It was hosted by the University of Lagos, the Hub university. It was opened with the attendance of Principal Officers of the host University - Prof. Oluwatoyin Ogundipe, the Vice Chancellor represented by Prof. Bola Oboh, Prof. Oluwole Familoni, the immediate past Deputy Vice-Chancellor, Academics and Research. Key notes were presented by Dr. Dana Omran, the Global Director of Strategy, Regional Director Resilient Cities Network Africa and Dr. Folayinka Dania, Chief Resilience Officer, Lagos Resilience Office (LASRO). In line with the them of the conference, a total number of 56papers submitted by 62 authors were considered out of which 25 were presented at the event. The authors were from a total of 11 universities across 5 countries - Nigeria, Ghana, Uganda and South Africa. And the papers presented emanated from a rich combination of fields including Geography and Resource Development, Engineering, Physical Planning, Building Design and Construction, Quantity Surveying, Estate Management, Finance, Creative Arts, Microbiology and Music. There was a total of 53 physical attendees and 23 attended virtually on the first day and had physical attendance of 40 with 29 virtually. The impact evaluation is put at 21.

Results and Impact This was the closeout workshop of the Network which captured the research of the Centre of Excellence across its 3 themes of infrastructure, Informality and inequality, and Resilience. A keynote introducing the CoE, its University partners and full range of deliverables was delivered by Prof. Timothy G. Nubi, followed by a panel session, where African University partner representatives provided insights into affordable housing implications of these issues from their city perspectives. This was integrated into the Africa International Housing Show (AIHS) conference which held at the International Conference Centre, Abuja. The Conference participants had direct reports from the African cities from panel discussions which brought connection with actors on ground in each city. Results and Impact The conference was meant to develop on presentations of the Scoping Studies Research carried out over the grant year. It was hosted by the University of Cape Town. Key notes were presented by Advisory Board Members: Professor David Toll and Professor Vanesa Watson. The Acting Vice Chancellor of UCT, Prof Sue Harrison also gave a warm welcome speech. An average daily turn-out close to
65 with total number of registered participants being 237. This was made up of registered companies(93); universities (25) while polytechnics and colleges of education (8); and public sector (government agencies and others were 6). Daily average of attendees was put at 65.We were also able to build on ECR capacity development as they led presentations at the Conference. We measured for gender inclusion as follows: The planning committee chairman was female, equal distribution between the planning committee members with 4 females and 4 males. There were 2 female and 4 male moderators. Welcome and introduction speeches were offered by the Acting VC of UCT, a female, and the Director of the CoE, a male. Keynote presentations were also equally distributed between 1 male and 1 female. Plenary sessions and presentations were done by 6 females and 11 males.

Results and Impact The Centre sent out invites for think-pieces and short articles on the COVID-19 pandemic in African Cities (April 2020). Articles discussing the impact and effects of COVID-19, including government approaches, public perceptions, unintended outcomes and academic reflections. Articles imagining post-COVID realities and suggestions for relevant research, sustainable futures and better outcomes. By the end of September, there were fifty three submissions which have been uploaded on the Centre's website - http://chsunilag.com/blog. As the call started in the early days of the Pandemic, we were able to capture from contributors, issues that were emanating from various African cities. It also helped to develop non-academic writing skills as each write-up was peer-reviewed.

Results and Impact The workshop examined the future of cities in Africa regarding informality, inequality, affordable housing, and resilient housing infrastructure towards uncovering and better understanding the nature and scope of the challenges/issues as well as possible solutions within the context of South Arica and the rest of Africa. It was hosted by the South African Hub of the ARUA Centre of Excellence in Urbanization and Habitable Cities, University of Cape Town, and the African Research Network for the ARUA CoE in Urbanization and Habitable Cities at the University of Lagos (Housing and Regeneration Cluster). The speakers were Prof Ivan Turok Human Sciences Research Council and University of the Free State and South African DSI/NRF research chair in City-Region Economies), Edgar Pieterse (African Centre for Cities, UCT) and Prof Emeritus Jan Wium (Chair in Construction Engineering and Management at the Department of Civil Engineering Stellenbosch University). It had 183 virtual attendees and 25 physical attendees. 83 participants were from Universities, 66 from Private Organisations, 48 from Government institutions, 7 from NGOs, 4 private individuals. 31 Universities and 13 different countries were in attendance

Results and Impact The Scoping Studies on the State of Urban Infrastructure with Focus on Transit Oriented Development was in line with the 2019/2020 Grant year theme. In implementing this research, city-based and thematic based studies were commissioned with the Network members and research clusters playing lead roles respectively. To develop their studies, each city-based and thematic based study group was required to draw inputs from policy and industry sectors using the transdisciplinary studies method, Each group therefore engaged a community of experts made of up of policy makers, actors in the transportation business and stakeholders/communities impacted by transport policies.

This event was meant to foster Africa-Africa partnership amongst researchers in the Network, and to bring the Network partners and the research clusters together, to foster mutual collaboration, knowledge sharing and to build on the relationship that had been fostered during the Inception workshop and the Nairobi meeting. In these way, the event was jointly planned by a Network partner and a research cluster. They agreed on the speakers at the event the role ECRs in the teams would play.

Results and Impact This is the flagship capacity building workshop for the year 2020. It was conceived as a selection-based 3 day activity focusing on research skills development. The objective of the workshop was to improve the capacity of all cadres of academic researchers to initiate, maintain and strengthen collaborations with stakeholders from practice, communities, public sector, academic groups amongst others.

Results and Impact This transdisciplinary meeting is at the instance of the Housing and Regeneration Research Cluster of the CoE. Representatives of three public sector ministeries, The research meeting was convened to develop a thematic study on the linkages between Housing and Transit Oriented Development and its relevance for Africa. At the end of the meeting, it was decided that there needs to be a re-conceptualization of the term to suit the realities of African City.

Description Workshop on Mainstreaming Sidewalks in Transport Infrastructural Development

Results and Impact The workshop initiated dialogue between academics, practitioners and policy makers on the need for sidewalks on all roads in Ghana. It interrogated (i) the legislative and institutional arrangements for the development of sidewalks; (ii) inter-institutional joint action for the development of sidewalks and (iii) provision of a proof of concept on the implementation feasibility.
