Exploring Racial and Ethnic Inequality in a time of Crisis

Abstract
This proposal sets out an intensive and ambitious suite of work which responds rapidly to the current crisis posed by Covid19 and its social and economic impact on racial and ethnic minorities, as well as the opportunities and challenges posed by increased awareness and activism about racial and ethnic inequalities in the wake of the Black Lives Matter (BLM) protests. The proposal will explore racial and ethnic inequality in three broad and inter-related, areas: economic, cultural and political, alongside a commissioned survey exploring the impact of the Covid19 crisis on ethnic minority people nationally. The proposed programme offers new insights into key areas thrown into relief by the current crisis while offering the opportunity for high profile and high impact interventions.
The ESRC Centre on the Dynamics of Ethnicity (CoDE) is the leading research group focused on understanding racial and ethnic inequalities in the UK, and its established track record of empirically grounded, policy relevant and high impact research is uniquely placed to conduct this work. CoDE's consistent purpose across the past eight years has been to map the changing contours of racial and ethnic inequality in the UK, examine the complex factors underpinning racial and ethnic inequalities, at macro (structural), meso (institutional) and micro (interpersonal) levels, and to work in partnership with key stakeholders to respond to, mitigate, and diminish these inequalities. CoDE's work has been central in demonstrating continuity and change in racial and ethnic inequality over time, in understanding the heterogeneity and commonalities of racial and ethnic minority experiences and in examining the multiple, inter-related dimensions of both identity and inequality (gender, class, sexuality, religion, migration etc.).
The current context offers new formations of racial and ethnic inequality, and unprecedented challenges and opportunities in understanding the significance of race, ethnicity, and ethnic inequality, in contemporary Britain. The Covid19 crisis has highlighted both the key roles played by racial and ethnic minorities in Britain, and the enduring significance of racial and ethnic inequality, across a range of arenas, from health to employment, education, and housing. Many of these inequalities were already known (Byrne et al 2020). However, as the country faces severe economic crisis in the wake of the Covid19 crisis, and with Brexit taking place during the period of research, there is an urgent need to examine the longer term implications of macroeconomic shocks on already entrenched inequalities for ethnic minority communities. In addition, the recent BLM campaigns have suggested a significant turning point in the public and political debates around racial and ethnic inequality, nationally and globally. This has been met by unprecedented commitments from politicians, businesses and civil society institutions to tackle embedded forms of racism. However the form, efficacy and long-term commitment of such pledges are as yet uncertain, and it will be important to examine how this impetus builds on existing forms of institutional change, 'what works', and what does not work.
As in previous work, CoDE's new programme will be distinguished by its multidisciplinary, multi-scalar and multi-sited approach, working within and across different social and policy arenas to draw connections across discrete sites. The research will employ a range of methods, including innovative quantitative data sources and analysis, in dialogue with ethnographic, visual and participatory methods. The Centre will build on its existing network of high-profile and influential public and private sector partners at national, regional and local level to maximise the impact of its work.

Ethnic and racial inequity in the cultural sector: Confront, eradicate, transcend

Description | The research programme on racial and ethnic inequality in a time of crisis has a range of work packages all of which have a series of findings. The work package on EVENS (Evidence for Equality National survey) has conducted the largest survey on the experiences of ethnic and religious minorities in the UK but is still being weighted and analysed, findings will be released in Spring 2023. A selection of findings from other work packages are included below, others are listed in the award 'The social, cultural and economic impacts of the pandemic on ethnic and racialised groups in the UK': The work package on older ethnic minority people during the pandemic showed how activism in the past enabled them to cope with the racism they have faced and for some this was refocused through the Black Lives Matter movement. The lockdowns associated with the Covid-19 pandemic deeply affected older ethnic minority people, particularly due to the loss of social spaces and lack of digital access. Older interviewees linked distrust in the government, based as prior experience to vaccine hesitancy. The work package examining the experiences of ethnic minority businesses on the high street tracked the dramatic and negative impact of lockdown on the retail and food sector along Brick Lane in London (for example, 76 per cent of respondents reported that business was significantly down, with the majority anecdotally estimating a loss of up to two-thirds of trade). In contrast, Rookery Road in Birmingham, more reliant on local community consumers fared better. The work package exploring the impact of the pandemic on ethnically diverse workers in the creative and cultural sectors found a large majority said the pandemic had had a negative impact on job security (70%); on income (60%) and on mental health. The research also found that 58% of respondents said their primary source of income had changed and that 30% of them had left the cultural and creative industries for another sector. This is likely to have a very negative impact on an already highly unequal sector, particularly as students and those attempting to enter the sector were particularly badly affected. Qualitative interviews disclosed the impact of lockdowns on mental health and also the longer-term experiences of working in very white environments. However, at the same time, the transition to remote working did open up opportunities for some, particularly those who were not based in London to find new jobs in the cultural sector. The work package on policing the crisis found that the pandemic context has deepened racial disproportionalities in policing, and intensified racialised experiences of policing for racially minoritised communities. The research shows that policing responses to crises can pose a threat to the most vulnerable in society. Research participants disclosed that under 'lockdown conditions' police encounters were characterised by a risk of escalation toward criminalisation and violence (use of force). It was therefore incumbent upon the policed to negotiate and deescalate police encounters in order to mitigate the risk of criminalisation and violence. Crucially, within the context of a public health crisis, policing emerge as a significant social problem and as a threat to personal safety. |
Exploitation Route | Outputs from the research on the impact of the Covid19 pandemic will come in a variety of forms. There are a number of academic publications, particularly journal articles planned in a range of disciplines. There are also short films available on the CoDE website and YouTube channel (https://www.youtube.com/channel/UCZGYunEQLW2VPyhSmdNXUbw) as well as recordings of seminars and discussions which are freely available. The findings from the EVENS survey combined with the workpackages will be published in a book with an intended crossover academic and policy/public audience. The EVENS survey data, once weighted, will be released and freely available to use and is likely to be of interest to a variety of organisations |

Description | Findings from the research have contributed to public debate and have been covered in a wide variety of media sources, including Sky News, ITN, The Guardian and many local and ethnic minority targeted outlets. We have also given evidence to the House of Lords (for example Professor Claire Alexander in September 2020) and submitted evidence on race and ethnic inequalities to parliamentary committees (for example a response on unequal impact of Covid19 on people with protected characteristics to the Women and Equalities Committee, providing feedback on the Scottish Government Ethnicity Pay Gap Strategy 2021, submitting evidence to the Local Government 2030 commission). Alexander was invited to present evidence to the Petitions Committee/Women and Equalities Committee on the development of a diverse curriculum (November 2020) James Nazroo was also co-opted onto and supported the work of the SAGE ethnicity subgroup on COVID and provides ongoing advice to the NHS Race and Health Observatory. Dharmi et al published a major systematic review on race inequalities within the health service.
