Abstract
Building on a number of recent UK- and internationally funded initiatives, MSPACE is a highly integrated, multidisciplinary project conceptualised to drive forward the capability of the four UK nations in designing and implementing climate-smart marine spatial plans (MSP). This is a global ambition, as well one specific to the UK . MSPACE is underpinned by a vast catalogue of state-of-the-art marine climate change modelling projections for the environment, species and habitats, uniquely available to the consortium through existing expertise and partnerships, along with world leading modelling spatial meta-analysis methods. In MSPACE, we will use these methods, already tested in real life MSP development, and build on key partnerships with the UK policy and industry communities. By month 18 MSPACE will deliver a report on the vulnerabilities and opportunities that climate change presents to the near-term spatial management of the fisheries, aquaculture and marine conservation sectors across the UK Exclusive Economic Zone. This report will be delivered in liaison with the Marine Climate Change Impacts Partnership (MCCIP) utilizing the latest MCCIP models for rapid delivery of evidence to support policy. Four carefully considered, contrasting real-life MSPs across the four nations of the UK will be used as case-studies throughout, enabling the application of the MSPACE tools to the complex and diverse national planning landscape. A detailed assessment of the needs and values of the planning stakeholder pools across the UK nations is also delivered early in MSPACE, and guides how climate change modelling analyses will be communicated through the project's planned stakeholder engagement activities, including economic scenario exploration and analyses. These products will feed into the main and final output of MSPACE: sets of case-study specific recommendations for the design of climate smart, economically viable and socially acceptable strategies that support sustainable co-uses of the marine environment, marine conservation, natural capital preservation and resource exploitation. Co-development of the recommendations, using surveys, multiple-criteria decision analyses and others methods with our case-study specific stakeholder pools, ensures they are relevant and responsive to the current and future priorities and needs of the regions covered by each plan, its stakeholders and governance structures. Lessons learnt from each case study will therefore be directly applicable to other MSPs in the same nation due to their specific tailoring. Significant potential for application of the overall lessons learned in MSPACE to the broader UK planning landscape, including MSPs for overseas territories, is ensured through the diversity of UK planning contexts explored in the project, and the consortium's strong links to key marine industries and marine planning communities. We have capitalised on these links since the conceptualisation of the project, and we will build on them through project delivery.

Title | MSPACE Early Warning System Datasets |
Description | These shapefiles show the locations of climate change hotspots and climate change refugia in the UK EEZ, as identified from spatial meta-analysis conducted as part of the Marine Spatial Planning Addressing Climate Effects (MSPACE) program. Analysis was run on selected climate modelling and/or species distribution model outputs relevant to three sectors of interest (conservation, fisheries and aquaculture). We compared a present day reference period (2006-2025) to each possible 20 year time period between 2026 and 2069 (e.g. 2026-2045, 2027-2046, 2028-2047 etc.) under two different GHG emissions scenarios - RCP4.5 (strong curbs in global emissions toward climate change mitigation, from 2050 onwards, leading to a mean global warming by the end of the century of ~2.4°C) and RCP8.5 (emissions continue to rise steadily throughout the 21st century, leading to mean global warming ~4.3°C). In this way, we were able to determine whether or not the marine environment, as described by the modelling layers included in the analysis, changes significantly between the reference period and the future period of interest. The analysis method identifies ecosystem-wide climate change signals, allowing the investigation of the effects of climate change as a holistic process that species respond to through changes in species distributions, affecting the activity of sectors that rely on them. This allows for a mapping of the emergence of climate change hotspots (areas where climate driven trends lead these ecosystem components into a new state beyond their natural variability) over space and time, and so indicating areas where the current level of activity of sectors reliant on those species and habitats may no longer be sustainable. Importantly, because planners need to know also about what can be done, not just what will be lost, this methodology also allows the identification of climate change refugia, where the ecosystem underpinning a sector remains in its current state, and thus where current uses may be sustainable. Specific analyses were conducted for each focal sector, and each shapefile corresponds to the results of one of these analyses. In the conservation sector, analyses focused on: pelagic habitats, benthic habitats, megafauna exploiting pelagic habitats, megafauna exploiting benthic habitats and climate services (e.g. carbon sequestration ability of benthic habitats). In the fisheries sector, analyses focused on: pelagic fisheries and benthic/demersal fisheries. In the aquaculture sector, analyses focused on: pelagic aquaculture (activities taking place in the water column such as salmon cages and suspended mussel culture) and benthic aquaculture (activities that take place on the seabed such as oyster trestles). |

Description | Marine focused IO table for the UK. The standard UK IO table (REF to ONS) only contains very high-level information on Marine specific sectors. For instance, Fishing and Aquaculture appear as one sector. Consequently, we collect data from a number of sources and use this to disaggregate these high-level sectors (SIC code). To disaggregate the fishing (3.1) and aquaculture (3.2) sectors (both are presented as a single sector in the original IOT), we collected information from the not-for-profit organisation Seafish (2022). Seafish provided information on turnover, gross value added (GVA), and employment for fishing (3.1) and aquaculture (3.2) separately. We use this information to estimate weights proportional to the total output, allowing us to disaggregate both sectors. Intermediate consumption was estimated by differentiating total production and GVA (National Statistics Office). Moreover, as highly-detail information by fleet segment was also available from Seafish (2022), the fishing sector was also broken down into 7-fishing sectors (Demersal trawlers and seiners; Nephrons; Beam trawlers; Scallop dredges; Passive gears; boats under 10 m; and Low activity) using the same procedure. We follow the same procedure to disaggregate the rest of the sectors. As stated above, the 2014 Annual Business Survey (ABS, 2022) was the most recent complete data covering sector information up to the 4-digit SIC level. The processing and preserving of fish, crustaceans, and molluscs (10.2) and the processing and preserving of fruit and vegetables (10.3) sectors are aggregated in the UK IOT. Likewise, the building of ships and boats (30.1) was split into the building of ships and floating structures (30.11) and the building of pleasure and sporting boats (30.12) sector. From the construction industries, which embeds sectors 41 to 43, we separated the sub-sector 42.91, Construction of water projects. The Wholesale of other food, including fish, crustaceans and molluscs sector (46.38), was extracted from the primary sector, Wholesale trade, except motor vehicles and motorcycles (46). Likewise, the Retail trade, except for motor vehicles and motorcycles (47), is the sector from which the Retail sale of fish crustaceans and molluscs in specialised stores (47.23) comes. The Water transport sector (50) was divided into three sub-sectors: Sea and coastal passenger water transport (50.10), Sea and coastal freight water transport (50.20), and Inland transport. The latter aggregates the inland passenger (50.3) and inland freight (50.4) water transport sectors. Warehousing and support activities for transportation (52) are the central sector from where the Service activities incidental to water transportation (52.22) sector were disaggregated. Finally, subsector 77.34, Renting and leasing of water transport equipment, was isolated from the Rental and leasing activities sector (77). |

A number of participants expressed an interest and 3 important outcomes included: 1) The Marine Management Organisation (MMO) asked for a follow up meeting to look at further integration of the project work into MMO decision-making 2) specific feedback on the draft report (shown) was received from a key policy customer and fed back to the project team 3) It was agreed that there should be a full presentation and discussion on the MSPACE work at the next HBDSEG once the early warning report had been delivered. |

Results and Impact | Dr. A. Queirós contributed to two DEFRA led workshops Improving Marine Plans for Marine License Applicants (January 2022) hosted by Policy Lab. Queirós was part of a group of policy, governance and other practitioners invited to participate in the workshop and contribute to the consultation. These included the MMO, Natural England, Ports Authorities, the aggregates sector and others. As part of other activities, Queirós led the delivery of a short case for how to make climate change evidence part of the environmental statement of licence applicants, incorporating the work of MSPACE into this. |

Results and Impact | In February 2022 Dr. A. Queirós gave an invited keynote presentation on "Bright spots and climate smart marine spatial planning" at the kick-off conference of the programme Emerging ecosystem-based maritime spatial planning - Topics in the North and Baltic Sea regions (eMSP-NSBR). The eMSP NBSR project aims to enable maritime spatial planners, managing authorities and policymakers from the North and Baltic Sea regions to reflect on current MSP practices, to learn effectively from each other, and to collectively identify problems and solutions. This presentation has led to an invitation to present on this approach (which underpins the delivery of WP1) to the Swedish planning authority (the Swedish Agency for Marine and Water Management) in April 2022. Queirós has also been invited to join the Scientific Advisory Board of the eMSP NSBR programme to provide advice on climate evidence. As many other activities, this activity ensures we are well attuned to the needs of the marine spatial planning community so that our products are well tailored to this, on top of what is being done in terms of climate-smart MSP internationally, and that MSPACE's outputs and outcomes are visible to these communities. |

Results and Impact | From June-November 2023, we hosted stakeholder workshops for the case study regions of East of England (Offshore), Northern Ireland, Scotland (Orkney Islands), and Wales. Participants were invited from the stakeholder groups in each location, and included marine planners and regulators, as well as people who work in and represent the fisheries and aquaculture sectors and conservation activities. Attendance varied across workshops, with 9 participants in Orkney, 22 in Northern Ireland, 27 in East of England, and 18 in Wales. For Wales, the workshop was broken into two separate online sessions; all other workshops were held in person, with some participants also online. The first in-person workshop was hosted in Stromness, Orkney (June 2023), followed by Belfast, Northern Ireland (September 2023), and finally York, England (September 2023). Each in-person workshop lasted one day, with presentations in the morning and interactive sessions in the afternoon. In the morning sessions, the MSPACE team presented their research work and findings, with the objective of sharing project outputs and soliciting feedback regarding its usefulness. Participants asked questions and contributed their reactions to the information, including advice on how to make it as useful as possible to stakeholders. In the afternoons, participants were broken into groups to discuss issues such as the trade-offs involved in marine planning and plan implementation, opportunities and fears associated with the planning process, and priorities of the different sectors with respect to marine planning. We asked questions about opinions regarding climate smart marine planning, which participants responded to both before and after the workshops (beginning and end). We analysed these for changes and found statistically significant improvements in understanding among participants in relation to our key areas of interest: social acceptability, fisheries, aquaculture, and conservation of species. |

Results and Impact | The DEFRA Marine Spatial Prioritisation climate change lead Eleanor Palmer requested a visit to PML in December 2023 to discuss what the MSPACE team see as emergent priorities for climate change policy within planning in England, and specifically in the East Marine plan, towards informing the advice that DEFRA will give to the MMO on this. A set of recommendations were shared with Eleanor Palmer during the visit. After this engagement (12.2024), MSPACE PI received an invitation from DEFRA's Senior Policy Advisor for the Marine component of the Convention on Biological Diversity, Lou Bamforth to be part of the expert panel for the Defra-commissioned project 'Best Practice for Spatial Planning & Other Effective Management Processes', the outputs of which will be used to help guide CBD Parties in effective implementation and monitoring of GBF Target 1 "Plan and Manage all Areas To Reduce Biodiversity Loss". |

Gilliland visited MSPACE team (Ana Queiros and collaborators) at PML the 22nd of November 2023 to discuss what is emerging that can be applied in marine spatial planning, the imminent process to replace the East Marine Plan, and projects/modelling in which he is involved or overseeing, as MSPACE was mentioned several times in a meeting with Defra on the 16th of November 2023. Following the meeting, P. Gilliland confirmed that he shared the MSPACE-MCCIP Early Warning System report and other information provided by A. Queiros with relevant colleagues, including Sian McGuiness and Chris Sweeting. They (MMO) now possess digital copies of all outputs within the team, including "the helpful summary for policy makers". Sian and Chris were scheduled to meet with Cefas, along with relevant colleagues focused on the East, in the Marine Planning Team on the 10th of January to initiate discussions regarding the MSPACE project outputs and their practical usage in the replacement process for the East Marine Plan. |
