Abstract

One Bin to Rule Them All is an innovative, interdisciplinary research project focused on developing a streamlined standard for plastics recycling which can be rolled out across UK homes, businesses and urban infrastructures. Working with stakeholders from across the plastics supply chain, including manufacturers, retailers and consumers, the project prioritises the value in plastic waste materials to ensure more effective and efficient pathways for recycling. Thus, reducing overall plastic waste and ensuring that future plastics are produced from higher recycled content.

David Attenborough's Blue Planet II has highlighted the urgent global need to address plastic waste, pushing the issue into the forefront of the public mind. Whilst retailers and manufacturers are focused on improving the recycled content of their packaging, there is simply a lack of quality recyclable material available in the UK. Inadequate recycling infrastructure causes 60% of single use packaging to be exported, much of which is then incinerated. Not only is this a waste of valuable recyclable materials but there are significant environmental impacts involved in moving such waste across the globe and then burning it.

One Bin will develop and integrate modern recycling technologies and processes in order to eliminate plastic release into the environment. This will be achieved through three interdisciplinary and interrelated work packages:

Work package 1, led by material science, will create a hierarchy of plastic packaging to determine the optimal route for capturing and retaining value in plastic waste through re-use, mechanical recycling or chemical recycling.
Work package 2, led by management science and economics, will design and then trial innovations for One Bin business models along the plastic packaging supply chain, identifying new business opportunities and pathways to design out waste.
Work package 3, led by social science, will examine consumer engagement with One Bin and potential barriers to adoption through a consumer trial of the One Bin system, pre and post trial consumer interviews and a focus group with key stakeholders.

By recognising and releasing the value in plastic waste, and standardising the current UK plastic waste management system, One Bin will overcome the current complexities surrounding plastic recycling and contribute to the UK Plastic Pact goals.

The potential benefits from the project are significant, including:
a) Reducing plastic release into the environment through enabling the creation of a truly circular plastics economy and a long-term elimination of plastic release.
b) Creating an easy-to-use, standardised waste system for consumers that can be rolled out across the UK and incorporated into households, work places and leisure settings.
c) Releasing and achieving economic value by identifying the most efficient recycling pathways and business models for different types of plastic.

Description Built a genuinely interdisciplinary team integrating materials science, economic models and social practice into a project that equally integrated industry (BASF, Britvic, Polytag, Unilever, Biffa, Suez, Co-op, Greencore, Faerch, MagVision, Axion, iPac, Dsposal, Pragmatic, NexTek) and policy (DEFRA, GMCA, ecoSURETY, RECOUP) perspectives to unpick the systemic challenges in plastics circularity.

Policy report entitled "Tackling household plastic waste: Best practices for a circular plastics economy" and interactive "Plastics Waste Hierarchy" have gained significant traction from policy (DEFRA, Zero Waste Scotland, GMCA, WRAP, UN Plastics Treaty, more) and media (BBC-1, BBC Radio, I-News, The Conversation, Washington Post, Sunday Times, etc). Our advocacy for consistency across policy sectors was 6 months prior to launch of 'Simpler Recycling' strategy which adopts several of our recommendations.

Academic insights have led to spin-off projects on flytipping (Helen Holmes), construction circularity (Mike Shaver & Maria Sharmina in two separate projects), quantification of recycled content (Mike Shaver), and automotive plastics (Mike Shaver), including with new industrial partners (Reckitt Benckiser, ProAmpac, Kraft Heinz, Polestar, etc.).
Exploitation Route The work is already informing packaging design by brand owners, investment areas by recyclers and policy decisions at local and national levels. Prof. Shaver gave evidence at the EFRA committee, leading to a ban on plastic waste exports, and the team are drafting an important white paper. The team also informs on Manchester policy, leading a MRF on waste management investments and hosting Mayor Andy Burnham in our facilities to discuss the project and how it can inform GMCA's future. Extended impact to other sectors including material choices and fates for automotive and built environment sectors (RAEng Chair in Sustainable Automotive Polymers; Innovation Accelerator "Future Homes".

Description One Bin To Rule Them All is a consortium of stakeholders co-developing sustainable waste management solutions, supported by an ISCF Smart Sustainable Plastic Packaging grant of £900k + £600k industry buy-in. The project has involved intensive collaboration with the companies below, with significant bespoke knowledge transfer to each. Importantly, the project is truly interdisciplinary and collaborative, involving expertise in materials science, social science and business models. Partners include large corporations (bp, BASF, Britvic, Biffa, Braskem, Faerch, Co-op, Nestle, Suez, Unilever, Tesco, Viridor), SMEs (Axion, Dsposal, iPac, Polytag, Sharpak, NexTek, Reath) and NGOs/GOs (Defra, EcoSurety, Greater Manchester Combined Authority, Plastics Europe, WRAP) and others. It complements our second ISCF project joint with the University of Liverpool with partners Bright Green Plastics and Unilever on HDPE recycling (£900k + £150k industry buy-in; UoM share is £145k). In addition, the work helped support our development of new tools to quantify recycled content in plastic packaging. As recycled content has become an economic and consumer advantage, the thread of fraudulent reporting has grown. To address this challenge, we developed an analytical methodology that accurately quantifies recycled content in commodity plastics using a fluorescent marker. The resulting publication was featured as an ACS Editor's Choice and on the cover of ACS Sustainable Chemistry & Engineering. It was the foundation for our not-for-profit spin-out ReCon2, which is commercialising the technology. We've raised £250,000 in industry pre-sales, started several international trials with partners ranging from ProAmpac to Kraft Heinz to Reckitt Benckiser, and are launching a trust mark certificate with packaging labelling leaders OPRL in the next 12 months. As the project comes to a close, key impacts include: (1) Policy: As noted, the policy report led by WP3 & 1 is having significant traction in terms of delivering insights with regards consumer behaviour. Following the release of the report the government announced the Simpler Recycling scheme which echoes the report's main recommendations and concerns that current recycling infrastructure is a 'postcode lottery'. The findings have also been fed into several policy consultations and documents including: POSTnote (UK Parliamentary Office of Science and Technology) 'What behavioural changes are needed to deliver net zero' (2024); DEFRA Call for Evidence on 'Simpler Recycling' consultation - including 'Exemptions and statutory guidance' and also 'Additional policy consultation' (2023); UN Plastics Treaty Zero Draft co-authorship of JUST transition and Waste Management policy briefs (SCEPT, 2023); DEFRA Call for Evidence on 'Consistency in household and business recycling in England' (2021); Submitted evidence to Welsh Government Consultation on 'Beyond Recycling: A strategy to make the circular economy in Wales a reality.' (2020). (2) Industry: While unable to assess exact changes in packaging volumes with our partners, we can with confidence say that we have shifted narratives and expectations within the industry. This includes feeding the hierarchy into both the Open3P data standard for packaging information and the emergent GING digital passporting system (Dsposal, 2024), for which Prof. Shaver serves as Mission Guardian. It also includes changes in packaging innovation strategy for the companies we have worked with. A major fast-moving consumer goods organisation recently wrote: "We have reprioritised increasing recycled content in our packaging thanks to this project. We estimate that access to better quality polyolefin recyclate would greatly help the business with reaching our 50% reduction of virgin plastic target and save in excess of £10,000,000 in the development and implementation costs of packaging with recycled polyolefins." We note, however, that the company is unwilling to be directly quoted.

Results and Impact UK household plastics recycling remains confusing and chaotic. This interactive session will provide an opportunity to discuss and discover why this is the case and explore solutions. Issues to do with overly complicated packaging and materials will be covered, as well as related challenges to do with everyday recycling infrastructure. Members of the University of Manchester's 'One Bin to Rule Them All' interdisciplinary research project team will be on hand to explain what they have been doing to try and improve plastics recycling across the UK. A "which bin is it again?" activity will provide an opportunity for people to bin some plastic waste. The team will discuss the choices made with participants and why things are so difficult. There will also be an opportunity to participate in the "what plastic is it anyway?" activity, with team members using an FTIR (some scientific kit) to assess different forms of everyday plastic packaging and what is in circulation. They'll also be an opportunity to explore best plastic packaging recycling pathways using the team's interactive materials hierarchy. Participants will gain knowledge that helps them to improve recycling practice."
