Abstract
The Stern and Dasgupta reviews on the economics of climate change and biodiversity respectively make clear, wealth creation, ecosystem health, and quality of life are inextricably linked. The UK government is committed to showing global leadership in climate change and biodiversity (and in their intersection) building on commitment that will be made in 2021 for climate change at Glasgow (COP26) and biodiversity at Kunming (COP15). Furthermore, the UK government's 25-Year Environment Plan includes the pledge to leave the environment in a better state than it is in now, while the Environment Bill currently going through parliament commits the government to set legally enforceable targets for different areas including climate, air quality, water quality, land management and biodiversity. Within these broad areas, there are numerous decisions requiring scientific input that have to be made in short timeframes (6-12 months). However, Universities are adept at doing excellent research within the typical three to five years projects, and UKRI is highly skilled at selecting the most promising of these projects. This presents the problem of delivering interdisciplinary research (IDR) with stakeholders to address challenges and provide tangible outcomes and environmental solutions within much shorter public and private sector policy cycles. The challenge we identify for this call is urgency and rapid delivery of IDR to provide a clear path from discovery to translation and impact.
Our approach within AGILE is to build capacity within Oxford University to rapidly bring together IDR, and identify evidence-based solutions to major social and environmental challenges. AGILE is composed three overarching goals.
First is delivering a collection of Sprint projects, characterized by policy pull for their socio-economic importance, timeliness for policy and practice, co-creation with stakeholders, and researchers with the capability to communicate effectively across boundaries to adopt a whole systems approach. Goal 1 will deliver five central objectives: 1) Demand-led Sprint formulation through engagement with stakeholders, 2) Convene Sprint teams to set tangible outcomes and robust action plans, 3) Monitor and evaluate progress to accelerate projects ensuring optimal deployment of resources, 4) Creation of a body of knowledge on effective approaches to IDR and the capability of IDR researchers, to be embedded in the university culture and shared with UKRI, and crucially 5) Uptake partnerships and reformulation to ensure implementable solutions.
Second is to create a critical mass of IDR researchers, through 1) capturing lessons learned from these Sprints and translating them into training opportunities for the wider research community, 2) building a community of IDR researchers through shared learning and ongoing engagement with the programme and policy-makers, and 3) and enabling rapid development of AGILE teams creating capability and supporting career development.
Third is the AGILE legacy, of creating a culture shift in the way universities evaluate IDR and work towards ensuring the outputs of IDR are recognised as of equal value in recruitment and retention policies. This will ensure increased opportunities for funding and delivering excellent interdisciplinary research, with users, providing the evidence base for effective policy and practice, in a more realistic policy-cycle timeframe.
AGILE will enable transformational change in the way high-quality interdisciplinary research informs decision-making on how we manage the natural environment in a rapidly warming world.

A Recipe for Engagement in Nature-based Solutions and Nature Recovery



Description | The most significant achievement at this early point in the Agile Initiative relates to our first objective, to generate evidence-based solutions to environmental science-policy research questions. Five Sprint projects have been completed, all of which have answered their research questions with policy-relevant findings. This implies that the Sprint methodology can deliver timely results to pressing policy problems. The biodiversity Sprint's research and outputs demonstrated that the Biodiversity Metric may not reflect invertebrate diversity and abundance; that BNG should be integrated with access to nature targets where possible; that incorporating ecological and economic information into BNG offsets targeting can provide significant mitigation to biodiversity loss and benefit disadvantaged communities; and produced a best practice 10% BNG checklist for planners and developers. The nutrient waste flows Sprint research generated a technical report for nutrient resource and organic waste management for Leicestershire (LCC) applicable to other UK regions that demonstrated significant nutrient leakage within processed waste streams from discharged wastewater and water from AD plants; significant ecological and environmental impacts of organic waste transport within and between regions; and business opportunities to improve regional nutrient management. The Nature-based Solutions (NbS) Sprint's research found that NbS have huge potential to address climate mitigation, adaptation, nature recovery, food security, rural economy, and human wellbeing, but implementation is slow and patchy, and some poor-quality interventions lead to adverse impacts and undermining legitimacy and social support. It generated Opportunity Maps to identify potential NbS opportunities anywhere in England using existing datasets; a Funding Programmes Tool and Natural Capital Maps to support those implementing NbS; a Recipe for Engagement guide based on collaborative, participatory and democratic governance solutions for nature recovery and NbS projects; and a Knowledge Hub of high-quality NbS resources for decision-making and implementation. The green ammonia for maritime shipping Sprint produced a modelling framework of port-level fuel demand for 2050 based on present-day fuel demand estimates per transport routes and trade scenarios for 2050. The research demonstrated that supply networks can be regionalised based on cost-efficient production locations coupled with regional concentrations of demand; and showed that transitional pathway to ammonia-fuelled shipping can be achieved via 'green shipping corridors', routes between two or more strategic ports with high fuel demand. The net zero for Brazil Sprint's research assessed the role of national policies and NbS in Brazil's net zero pathways using a regional integrated assessment modelling approach that showed zero deforestation and large-scale restoration keeps Brazil on a net zero trajectory for ~2040; increasing NbS is less costly than engineered solutions to bridge the gap to net zero; and NbS could mitigate nearly 80% of Brazil's net-zero pledge, build climate resilience and curb biodiversity loss. Listed below are further objectives for which activities are underway but have not generated findings to date. Each relies on iterative learning built into rounds of activity that will allow us to report on findings on our experimental approach towards the end of the funded programme. We aim to create a critical mass of researchers skilled in designing and delivering rapid, interdisciplinary, policy-oriented actionable research. Findings will be generated from accumulated learning from rounds of Agile Sprints and our programme-level research. Over 70 academic researchers from Oxford and partner universities have been involved in Agile Sprints so far, ranging from postgraduates to senior academics. A survey has been developed to gather formal data on the experience of being involved in Agile Sprints and skills acquired; survey findings are likely to be taken forward by the University's Research Services, Researcher Hub, and Careers Service. We are developing a mechanism for co-creating new research questions and areas that are academically interesting, policy relevant and likely to achieve policy impact. This is being actioned through Sprint calls, and support for Sprint proposal development with researchers and external stakeholders. The mechanism is refined through rounds of Sprint calls that build learning generated into each successive call. Findings will likely be taken forward by NERC, the University's Research Services, and the Pro-VC for Research at the University. We are working towards culture shift at Oxford University in how solutions-oriented, interdisciplinary research is valued and rewarded. Findings will be generated from programme-level research and research culture engagement activities with Agile researchers, departments, HR and finance colleagues, and the University's EDI and Research Culture networks over the funded programme. They are likely to be taken forward by the University's Research and Professional Services, as well as departments involved in Agile Sprints. |
Exploitation Route | Findings from the Agile biodiversity Sprint are likely to be taken forward by Defra, in future iterations of the biodiversity metric; industry, via private sector planners and developers; and local and regional government via the Planning Advisory Service and Local Planning Authorities networks, and wildlife charities including BBOWT. Findings from the Agile nutrient waste flows Sprint are likely to be taken forward by Defra, the Environment Agency, Leicestershire County Council, local authorities and the waste management industry for policy refinement and in preparation for compulsory organic waste collection policy implementation in Leicestershire. Findings from the Agile Nature-based Solutions Sprint are likely to be taken forward by Defra, DLUHC, Natural England, Environment Agency, local authorities and wildlife charities, including Highlands Rewilding and RSPB for environmental land management policy considerations, and by local and third sector organisations looking to assess options for successful NbS implementation. Findings from the green ammonia for shipping Agile Sprint are likely to be taken forward by DfT, Port of London Authority, the International Maritime Organisation, the Global Maritime Forum, regulatory authorities, and industry, to inform options and logistics for decarbonising shipping by 2050. Findings from the net zero emissions for Brazil Agile Sprint are being taken forward by the Brazilian Government's Ministry for Science, Technology and Innovation to consider NbS as a cost-effective solution to bridging the gap to 2030 and 2050 net zero targets, and may be taken forward by Defra in considering international land management. |

Description | The Agile Initiative has come to the end of its second year. Five of the six Pioneer Sprints (written into the funding bid) ended between October 2022 and December 2023. Therefore, we are not yet able to report on impacts. The following summary relates to the main emerging outcomes that we will monitor for impact over the remainder of the funded programme. On economic outcomes, target stakeholders for Sprint research have accepted the need to adopt particular economic approaches recommended by the Sprint research findings. The Brazilian government is factoring in Nature-based Solutions as cost-efficient contributions into its planning for Brazil's 2030 and 2050 net zero goals, and Nationally Determined Contribution. Leicestershire County Council has committed to act upon findings in the technical report for nutrient waste flows management including the economic impact of sizable transportation of organic wastes and business opportunities that could foster economic benefits. One societal outcome to date has been the inclusion of considerations relating to human wellbeing and disadvantaged communities in a 10% Biodiversity Net Gain best practice checklist which the University of Oxford Estates and Facilities Biodiversity Sub-Committee, Local Planning Authorities and Planning and Advisory Services have expressed interest in using. The following public sector targets are being monitored for outcomes and impact. The Biodiversity Net Gain Sprint shared findings on future improvements to Defra's biodiversity metric, and findings relevant for planning and development considerations at the regional and local scale (such as local and parish councils). Several local councils in England are trialling the Nature-based Solutions (NbS) Opportunity and Natural Capital maps, and findings on the economic and societal benefits of NBS have been submitted to the National Climate Change Adaptation Plan, and Department for Levelling Up, Housing and Communities. Private sector targets being monitored for outcomes and impacts include adoption of the 10% Biodiversity Net Gain best practice checklist by private sector developers, shipping industry interest in recommendations for green ammonia for shipping, and private sector waste management companies' engagement with business opportunities embedded in the nutrient waste flows technical report. On third sector outcomes, wildlife charities involved in Sprints (including BBOWT, Highlands Rewilding and RSPB) have expressed interest in adopting recommendations for optimum biodiversity and opportunities for NbS in their strategies and planning. Challenges encountered to date for achieving impact relate to government roll-back on environmental commitments, and policy lag. Some Sprint projects have successfully pivoted their policy target. Delays to HMT's Green Book were addressed by targeting the 10% biodiversity net gain policy for England. Compulsory organic waste collection in Leicestershire implementation has been pushed back, so the Sprint output was reframed for policy implementation preparedness. Sprint 6 ended in October 2022, but it took nearly a year before the current Brazilian government was able to constructively engage with the Sprint's research findings. There have not been any new academic formulations. However, media coverage of the published paper on green ammonia for shipping demonstrates how well-rounded results from interdisciplinary academic research can gain immediate traction in the public and private sectors at the national and international scale. |

Results and Impact | The project inception meeting took place on 28th April 2022, with four further workshops held on 30th, 20th September 2022, 12th Dec 2022 and 28th Feb 2023. The workshops all included our main partners from Mott Macdonald and BBOWT. The 20th of September workshop also included collaborators from the Treasury and Defra. A field trip to a local BBOWT site, and a stakeholder engagement workshop and networking event, was hold on 13th December. These events are important for bringing together the work package teams, as well as key partners. |

They were interested in testing the use of the maps for their local nature recovery strategy (LNRS). This led to an invitation to tender for using the maps for their LNRS, where the team narrowly lost out to a consultant who had done the LNRS pilot work for them, but Buckinghamshire County Council did say they were very impressed with the Sprint team's approach. |

Post-webinar direct engagement with Izabella Teixeira, providing her scenarios for updating Brazil's NDC ambition and aligning short-term targets with the country's net zero pledge. She is also advisor to the COP27 presidency. Scenarios were shared and discussed in a 26th September webinar that outlined the current weak environmental governance in Brazil to show the risk of climate inaction, the mismatch of Brazil's Nationally Determined Contribution (NDC) short- and long-term targets, and the mitigation potential relating to nature-based solutions and key sector activities that bridge the gap to Net Zero. |

Results and Impact | In this symposium, we bring together researchers working on the science that could underpin planning for nature recovery with decision-makers and practitioners working within government, industry and civil society, to discuss how science could best be deployed to support decisions for nature recovery. Our aims are to: Highlight the work being done by researchers to understand the potential impacts of land use decisions on biodiversity, people, and landscape integrity, both empirical and conceptual and using a range of methodological approaches - in the UK and overseas. Explore synergies and gaps in the science currently being carried out by research groups across the country to inform nature recovery in the UK, including Biodiversity Net Gain and the implementation of the Environment Act. Understand different perspectives on the main questions which still need to be addressed in order to support effective land use planning in the UK. Our symposium is small and highly interactive, based around discussion groups rather than speeches. Our aim is to promote collaboration and to support the generation of new ideas. The insights generated will feed directly into the Natural England Conference on Nature Recovery, to be held at the Royal Geographical Society directly afterwards, on 30th and 31st March 2023. |
