Description Our findings have been used by: 1) The space industry, e.g. Innovation and Growth strategy, Space Sector Council, Space Growth Partnership to support strength of UK climate research and hence potential for a climate services market; 2) Space data and information supply companies working with us to develop concepts of satellite data use in markets and apps. 3) Government, e.g. Defra, Ofcom, BEIS (DSIT) to develop better appreciation, exploitation and regulation of satellite EO-related services. Major engagements have been the negotiation on Brexit for the Copernicus programme and COP-26 in Glasgow where the UK contributed special sessions on EO to Earth Information Day. 4) International organisations providing satellite data to support climate monitoring and diagnosis, operational oceanography etc. A big development for the project under item 2, space data, has been the award of close to £10 million to institute a first Earth Observation data infrastructure for the UK: the EO Data Hub.

Impact By providing evidence of UK success in Earth Observation, NCEO helped to underpin the case for UK Earth Observation subscriptions at the European Space Agency Ministerial 2019, a decision which is made at Ministerial level in the UK. Working both the UK Space Agency Earth Observation Advisory Committee and directly through UK Space Agency consultation of NCEO, we articulated the success factors for EO missions, their ability to bring economic impact and the need for missions to support challenging environmental problems requiring inter-governrmental action. The UK subscribed 250 million euros of additional money in 2019, allowing new operational satellites to be designed and built. Particularly notable as missions enabled by this contribution are TRUTHS (UK metrology-standard calbration in space; led by the National Physical Laboratory), tthe carbon monitoring mission (CO2M) and the Land Surface Temperature Monitoring Mission (LSTM). The last two are high priority missions for the Copernicus Sentinel Satellites and will lay the foundations for new public services for carbon monitoring and agriculture. The immediate beneficiaries are industrial companies who will build the missions through the UK contribution of 200 million euros to these specific lines.

Description a. NCEO worked with UK Space Agency and Ofcom on use of spectrum, in particular through Space Spectrum Advisory Committee. We provided inputs to Ofcom which enabled it to understand better the use of Earth Observation satellites by both the public sector and industry.

Description b. NCEO worked with UK Space Agency and Defra by running a joint Office supporting UK activities in the Group on Earth Observations and the Committee on Earth Observation Satellites. This included both advice on policy and co-ordination of UK technical activities. Particular successes included the placing of 23,000 UK data sets from data.gov into the GEO System of Systems (GEOSS) enabling international access and support for BEIS in improving understanding of EO data for REDD+ (relevant to their international climate investments). This included a inter-governmental and inter-agency meeting on the Global Forests Observation Initiative (GFOI).

PI Contribution The UK GEO/CEOS Office at NCEO facilitated setting up of a working group to provide a voice for space-related research in the UK, representing the academic community working in Earth Observation, SEOWG. John Remedios acted as Chair of the group and board member of SPAN. Liaising closely with UK Space Agency and UKRI-NERC, the key functions of the group are to provide a focus on EO research as part of the space sector and directed towards the UK Space Agency, Space Growth Partnership and National Space Council; to share views and activities in UK EO research and innovation in co-ordination with UKRI and focussing particularly on NERC, EO-relevant Research Centres and facilities.
Collaborator Contribution SPAN is a Space Academic Network uniting UK universities space research groups and providing a single body to represent the academic community working in research either of or from space. SPAN operates a Board and Working Group structure. The Board meets three times per annum with representatives of the UK Space Agency, Research Councils and UKSpace in attendance.

Our work on greenhouse gases is an important contribution to international activities building new systems in support of the Paris agreement and its need to stocktake on carbon dioxide concentrations and related climate impacts.

Results and Impact Gary Corlett organised the annual meeting of the GHRSST Science Team. The Group for High Resolution Sea Surface Temperature (GHRSST) is an open international science group that promotes the application of satellites for monitoring sea surface temperature (SST) by enabling SST data producers, users and scientists to collaborate within an agreed framework of best practice. GHRSST provides a framework for SST data sharing, best practices for data processing and a forum for scientific dialog, bringing SST to the user.

Results and Impact From 10-14 September 2018, the European Space Agency (ESA) and the National Centre for Earth Observation (NCEO) organised an Advanced Training Course on Land Remote Sensing dedicated to training the next generation of Earth Observation (EO) scientists to exploit data from EO missions (e.g. the Copernicus Sentinels) for science and applications development. The course wass part of ESA's EO Science for Society - Scientific Exploitation element of EOEP-5 (the fifth cycle of ESA's Earth Observation Envelope Programme).

Objectives
The Advanced Training Course on Land Remote Sensing aimed at: training the next generation of scientists on remote sensing of land surfaces and processes;
explaining the theoretical principles, processing algorithms, data products and their use in applications; introducing tools and methods for the exploitation of EO satellite data, in particular the Sentinels; stimulating and supporting the exploitation of ESA and non-ESA EO data for land remote sensing science and applications.

The course provided advanced scientific knowledge on theory and applications of land remote sensing. It was organised around the following main components:

Theoretical fundamentals and advanced concepts of spaceborne optical, thermal and microwave remote sensing
Presentation of the Sentinel-1, -2 and -3 missions and relevant ESA Earth Explorer missions
EO land applications: land use and land cover; change detection and multitemporal analysis; vegetation status and its disturbance; land surface temperature; terrain motion and critical infrastructure monitoring; forest biophysical retrievals; flood and water bodies monitoring; agricultural monitoring; fire detection; urban mapping; monitoring of the hydrological cycle, etc.
Practicals using ESA toolboxes (e.g. SNAP) and other tools.

The training course included lectures by leading scientists including NCEO staff as well as hands-on computer exercises exploiting real data for science and applications. The poster session organised during the course gave participants an opportunity to present their research results and consult with experts.

Results and Impact Hundreds of data scientists from across the world gathered at the UK Space Cluster in Harwell, Oxfordshire to contribute to an international conference. The PV2018 conference, held 15-17th May 2018, focused on the opportunities in understanding vast datasets and ways to take that new information and make it accessible and usable to the widest variety of disciplines for societal benefit and commercial growth.

Vast datasets now exist in many areas of science and society but we need the right tools to process and make sense of it. STFC RAL Space, the UK Space Agency and the National Centre for Earth Observation (NCEO) hosted the conference, bringing together participants from academia and industry. PV2018 highlighted the cutting edge of data exploitation and preservation science and technologies from satellites and science experiments.

With over 310 authors from five continents contributing, talks ranged from pest control in sub-Saharan Africa to the UK transport network. The programme featured speakers from NASA, CERN, ESA, the Japanese Space Agency (JAXA), Chinese meteorological office and Kenyan Agricultural and Livestock Research Organisation as well as British institutions.

Results and Impact The Webinar was organised by NCEO and took place on 23 January 2020. It was focused on Copernicus Data Access. Participants were given an overview of different applications and access points available to obtain free Copernicus data, information and products. A total of 67 registrations from different countries were received. Non-EU countries were represented by Bolivia, Canada, India, Japan, Ukraine, USA and Zambia. Discussions with the attendees and post-event surveys showed interest of different audiences in how they can access Earth Observation data.

Results and Impact The NCEO and University of Reading hosted a training workshop, led by specialists in the science of Data Assimilation. Twenty-give postdoctoral researchers and postgraduate students attended the training course from 5-8 March 2019 which included classroom-based teaching and computer practicals. This course provided an introduction of all data-assimilation methods used in numerical weather prediction, including the latest developments. All methods were derived from a common framework to allow a full overview of the assumptions and hence applicability of the different methods. Furthermore, participants had the opportunity to apply data-assimilation methods to small and large numerical models, to obtain hands-on experience with the different methods and deepen understanding of their working and limitations.

The overall objectives for the day was defined as: exploiting the latest advances in Earth Observation and HMG Open Data
to drive innovation in public services.

The specific objectives for the event followed from this, including:

1. Stimulate and drive innovation in EO solutions for Defra policy requirements
2. Engage the EO SME community to encourage new approaches to application development
3. Ensure Defra is exploiting the best EO science.
4. Encourage collaborative working between all public and private sector partners, from both user and supply communities.
5. Understanding how our integrated approach to EO exploitation can be optimized and encouraged

The Showcase was therefore aimed primarily at Defra policy makers to meet and engage with a wide range of EO experts and companies.

Partners: The Defra EO Team worked with a range of partners to organise and deliver the Showcase. The partners were: NCEO, the Satellite Applications Catapult, Knowledge Transfer Network UK Limited, UK Space Agency Space for Smarter Government Programme, and the UK Met Office.

Results and Impact The Webinar was organised by NCEO and took place on 23 November 2020. It featured an introduction to the free earth observation emergency services available globally for manmade and natural disasters such as wildfires, oils spills and floods. Focusing on the Copernicus Emergency Management Service that provides both immediate emergency response data (e.g. an erupting volcano) and long term, early warning and recovery data (e.g. droughts). Most importantly, the webinar covered who could access this data and how and where it could be found. Other similar organisations such as the International Charter Space, Group for Earth Observations (GEO) and the Committee for Earth Observation Satellites (CEOS) were also highlighted. The event attracted nearly 200 registrants spanning 42 countries over 5 continents.

Results and Impact Classroom resources are being provided to schools. EO Detective website registered 15,000 raw downloads with estimated reach to 6,000 teachers, 175,000 children. The website provides accessible materials for teachers, schools and general public. It is the only resource mentioned by name in the ESERO-UK resource audit where they were described as 'some of the best that have been reviewed'. The European Space Agency, in consultation with us, used the same methodologies of development to inform their international equivalent including setting the specifications for their initiative to attain.

Results and Impact Organised and participated in UK Presidency-led Earth information half day, which offered the UK an opportunity to illustrate to a global audience how earth observation science can be used to tackle climate change and enable climate action through adaptation, mitigation, and international collaboration. The event took place on 3rd November 2021 in the Blue Zone of COP26, Pen Y Pan Plenary Room of the Scottish Event Campus, Glasgow. Chaired by Professor Gideon Henderson, Chief Scientific Advisor DEFRA and moderated by Professor Paul Monks, Chief Scientific Advisor, BEIS, the event and panel discussion focused on how EO can be used as an invaluable tool for climate action, to improve reporting and monitoring of Green House Gas emissions, support decision making and deliver solutions The event was livestreamed and is available on demand https://unfccc-cop26.streamworld.de/webcast/presidency-event-earth-information-day As part of the event, UK Space Agency signed a new agreement (implementation arrangement) with CNES to continue work on the joint British and French MicroCarb mission dedicated to monitoring atmospheric carbon dioxide - the main greenhouse gas responsible for climate change.

Results and Impact As part of Astronaut Tim Peake Principia Mission to the International Space Station 2015-2016, National Centre for Earth Observation (NCEO) developed school teaching materials for key stages 2, 3 and 4 to learn about how scientists understand the Earth's system.

Known as Earth Observation Detective, the NCEO in collaboration with the UK Space Agency, the European Space Agency and NASA, ran a competition for school-aged children to win a photograph of Earth taken from the International Space Station, and signed by Tim Peake.

The competition ran from 24 October 2015 - 26 February 2016. Over 1000 entries to the competition were received.

Results and Impact The NCEO team attended the Farnborough International Air Show on 21-22 July 2018 along with the UK Space Agency. The team used interactive activities which demonstrated photographing the Earth from Space and the science that can be learned from satellite images. The aim of these activities was to inform members of the public about Earth observation science, and the study of the Earth's system to monitor climate change and greenhouse gases. It was also an opportunity to publicise the kind of careers that are available in this sector, and the school teaching materials produced as part of the NCEO's "EO Detective" activity.

Results and Impact Ocean Sciences is a biennial meeting organized by the American Geophysical Union (AGU), the Association for the Sciences of Limnology and Oceanography (ASLO), and The Oceanography Society (TOS). It consists of a diverse program covering topics in all areas of the ocean sciences discipline. It is arguably the most important scientific meeting of its discipline. This allows GHRSST, by hosting an exhibition booth, to have face-to-face interaction with our many users, from new users unaware of GHRSST to experienced users that use many GHRSST products. Roughly 200 people were spoken to directly at the booth over 3 days.

Results and Impact on 12th-13th March 2019 NCEO held a Researchers' Forum for 35 postgraduate students and postdoctoral researchers, where training was given in preparing, publishing and archiving data from Earth Observation satellites. The Forum was held at the Rutherford Appleton Laboratory and staff from the Central Environmental Data Archive gave workshops on preparing a data management plan as well as publishing datasets. They also gave practical demonstrations and instruction in how to use the tools on the JASMIN super computer.

Results and Impact 1700 people attended the National Oceanographic Centre's Open Day on 9th June 2018. NCEO demonstrated how scientists use satellites to monitor the Earth with satellite instruments which use infrared to measure the temperature of the land and ocean. Using interactive displays and infrared cameras, as well as games in an i-pad App, the team were able to demonstrate the science behind the study of climate change, greenhouse gases, and ocean currents. The NCEO "EO Detective" teaching materials were also publicised to school-age children, parents and teachers.

Results and Impact To celebrate 50 years of the Natural Environment Research Council, RRS Discovery moored on the Thames in London from 6-12 October 2015.

In an extremely rare event, the Royal Research Ship Discovery visited London for a series of events, leaving its usual base at the National Oceanography Centre in Southampton. Travelling up the Thames and under Tower Bridge, the ship moored alongside HMS Belfast for seven days. Visitors from science, industry, government, business and members of the public boarded the ship for a range of events and tours.

The National Centre for Earth Observation (NCEO) scientists ran demonstrations of their science onboard RRS Discovery. And on HMS Belfast, NCEO scientists demonstrated the use of Earth observation to schoolchildren, as part of its school teaching project linked to Tim Peake's Principia Mission to the International Space Station, details of which are available here: https://principia.org.uk/activity/eodetective/

Description Natural History Museum: Your Planet Needs You

Results and Impact On 30th November 2018, the NCEO attended the Natural History Museum London "Lates" event called "Your Planet Needs You". Members of the team demonstrated how Using radically new technology, the BIOMASS satellite will create 3D maps of the forests, measure their biomass and height, and make an accurate map of the terrain they are standing on. Crucially, it will allow us to understand how much carbon is held in forests, providing information vital to help us monitor climate change in the decades to come. The principal science investigator of this project, Professor Shaun Quegan, won the presitigious NERC Economic Award, for his leadership in the BIOMASS project. Other members of the team created a rolling powerpoint showing beautiful images of the Earth which members of the public could enjoy viewing in comfortable surroundings, whilst at the same time learning how scientists use these images to study the Earth's system, including climate change, ocean current, polluting greenhouse gases, deforestation, and shrinking glaciers. More than 3,500 people attended this event.

The panel event "Monitoring the lungs of the world from space: trustable systems for detecting and verifying the carbon content and removal ecosystem services of trees and forests" brought together national delegations, international entities, space agencies and scientific experts on stage, with the aim of discussing how to use forests and trees as key nature-based solution, to showcase examples of greenhouse gas removal through forests/trees, and to share commitments to urgent action including observations of forest/tree change around the world.

Results and Impact NCEO participated in the Big Space Day held by The Royal Albert Hall, London, on 6th May 2018. Over 3,000 members of the public attended interactive displays and activities provided by NCEO along with the UK Space Agency, and representatives from the Space industry, private and public sector. NCEO's activities included colouring satellite images of the Earth; and playing games on hand-held tablets and computers which taught the player to identify particular images in satellite photographs (such as a pyramid). NCEO's interactive App on i-pads helped the player to learn that scientists use satellite images of the Earth to identify and measure the Earth's system, such as climate change, the growth of cities, pollution from greenhouse gases, the spread and shrinking of ice sheets, and pollution from volcanic eruptions or fires. Another games showed players the type of career they could have in this sector. The aim of the exhibition was to engage the public with the work that the UK science community does by using satellite data, and to encourage young school-aged children to study science, technology, engineering, maths or geography. At the same time, NCEO also publicised the teaching materials on Earth observation that it has produced for schoolteachers.

Results and Impact Earth Observation scientists hosted a workshop for the Sapcote Brownies pack aged 7-11 years old, with 3 young pack leaders aged 14-16 and 3 adult helpers. During the workshop they were introduced to Earth observation images, taken by either an astronaut or satellite, and invited to discover the content of the images, and learn about the science, geography and social science that can be learned from these images.

Results and Impact National Centre for Earth Observation (NCEO) scientists attended a School Career Conference for year 12-13 at the Space Academy at the National Space Centre, Leicester, on 25 January 2016. They gave a talk to schoolchildren aged 16-18 and their school teachers about the science of Earth observation - using satellite data to understand the Earth's system.

Aimed at 16 - 17 years, the Year 12 Career Conferences aim to raise the profile of the space sector; it allows the students to find out about the variety of careers in the UK space sector and related industries. Graduate trainees, post graduate students, and apprentices are regularly involved, giving students a chance to talk to people at an early stage in their careers about their career choices and working environments.
The day involves a series of talks and presentations, from various companies and/or universities within the sector, and the students get the chance to pick which speakers they would like to see most. We also provide a 'meet the scientist' exhibition style section to the day, where the students will get the chance to speak directly to speakers, with the opportunity to ask any question they have about the work they do, while the presenters showcase some of their specialist equipment.

Results and Impact The National Centre for Earth Observation (NCEO) scientists attended an Open Day for local secondary schools at the Department of Meteorology, University of Reading, and gave information to the schoolchildren and their teachers about Earth Observation science. The information included leaflets about the EO Detective competition and downloadable school teaching packs, for schoolteachers to use to teach schoolchildren about the science involved in studying the Earth using astronaut photographs and satellite data.

EO Detective is a school teaching project linked to Astronaut Tim Peake's Principia Mission to the International Space Station, linked to STEM.

The exhibition was opened by Prof. Dame Julia Slingo who also gave a talk. The event also included some outreach activities for A Level students and University staff. Results and Impact The National Centre for Earth Observation (NCEO) held a drop-in workshop and poster session at the Science Museum on 15 December 2015, during the launch to the International Space Station of Tim Peake for his Principia mission. The workshop and posters demonstrated how scientists learn about the Earth's system through astronaut photographs and satellite images. Over 2000 people attended the launch event, with more than 600 visiting NCEO's poster session, and more than 150 completing a questionnaire about the posters.

Results and Impact The National Centre For Earth Observation (NCEO) organised a UK Earth Observation Applications Conference on behalf of Defra, the UK Space Agency and the Natural Environment Research Council to discuss the applications of Earth Observation Technology. The meeting was held at the Westminster Conference Centre in London, and was attended by over 200 delegates from the UK public sector, industry (including SMEs) and academia : 43% from Industry; 31% from Government; 26% from Academia.

The aim of the meeting was to network and identify opportunities for Earth Observation technology to deliver better environmental policy and to stimulate the UK Earth Observation and other business sectors. The conference focused on Europe's Copernicus Programme with its strong twin emphases on new environmental information services for the public sector and promoting industrial growth and competitiveness. The European Commission, European Space Agency and EUMETSAT articulated their vision for Copernicus, and the Copernicus service providers/operators demonstrated their implementation approaches. The conference also addressed international collaborations such as the Group on Earth Observations and activities closer to home such as the UK's Space for Smarter Government Programme.

A common theme throughout the conference was how best to manage, analyse and interpret large data volumes to get the maximum benefit for the UK across the public, commercial and academic sectors.

Results and Impact Hosted by the National Centre for Earth Observation, the Remote Sensing & Photogrammetry Society; and the Centre for Earth Observation Instrumentation - the UK National Earth Observation Conference took place in Birmingham Edgbaston from 4th - 7th September 2018. The conference focused around Earth Observation science, technology and applications Into the Future. The programme included exhibitions and poster sessions, an outreach conference (7th September), plus plenary and parallel sessions and a SPIN (Space Placements in Industry) networking event for Masters Students.
There were four keynote talks by international experts:
1. Professor Christian Heipke, President of the International Society for Photogrammetry and Remote Sensing gave a keynote on "Remote sensing in the area of deep learning.
2. Dr Josef Aschbacher, Director of Earth Observation at the European Space Agency gave a keynote on "Earth Observation at ESA in the coming decades" Link to presentation
3. Professor Tim Wright, Professor of Satellite Geodesy and Director of NERC-COMET gave a keynote on "Monitoring our deforming planet with Sentinel-1: from colliding continents to subsiding houses".
4. Massimiliano Vitale, Senior Vice President - Operations, Planet Labs Germany GmbH gave a keynote on "Planet's novel approach to Earth Observation - challenges and opportunities".
The conference was sponsored by The European Space Agency, the UK Space Agency, the Natural Environment Research Council, and Airbus UK.
Exhibitors included The European Space Agency, Space4climate, Pro Lite Technology Ltd, Geospatial Insight, Satellite Applications Catapult, Taylor & Francis, NCEO, NERC Field Spectroscopy Facility, and NERC NEODAAS, Wiley, the CEOI, RAL Space, SPRINT (University of Leicester), and 2 Excel Aviation.
More than 360 people attended the event.

Results and Impact The NCEO attended as an exhibitor, the Space Science Careers event held by the UK Space Agency at the Harwell Science campus on 13th February 2019. Using infrared cameras and videos with animated maps of sea surface temperature, methane emissions, and measuring the World's forests, NCEO scientists and technologists demonstrated how data from Earth Observation satellites can be used to monitor climate change, sea surface temperature, greenhouse gas emissions, carbon storage in forests, and deforestation. They also talked about careers in Earth observation and the Earth Observation Detective teaching material that is freely available to download by school teachers. The audience was about 300 school children aged 12-16 years, and their teachers. The event was shown on the BBC TV South Today programme.

Results and Impact National Centre for Earth Observation (NCEO) had an exhibition stand at the UK Space Conference, held in Liverpool 14-15 July 2015. The stand demonstrated NCEO's science, and also included representatives from the NERC National Oceangraphic Centre demonstrating oceanography. Visitors to the conference came from the UK and overseas, and included people from Industry, Academia and Government. During the conference, there was a dedicated event for schoolteachers, where NCEO's Catherine Fitzsimons gave talks on the NCEO's Earth Observation Detective project for schools, which is linked to the Tim Peake mission to the International Space Station known as (Principia).
