Abstract
The purpose of this study is to understand surveillance and counter-surveillance in the context of who conducts these activities, and why and how they conduct them. By bringing to light how these actors understand themselves, and how they frame their activities, this research will contribute to the under-examined dynamics between smaller counter-surveillance actors and the (otherwise well studied) large surveillance actors.
