Understanding transboundary impacts of multi-hazard early warning systems and their cultural context

Abstract

Following is my draft research question:

What are the cultural, institutional and governance structures that constrain effective trans-boundary flood early warning system in the Mahakali River Basin?

sub-questions:
- Why did flood early warning systems fail in this region?
- how is flood risk understood and governed in transboundary context between the communities, scientists, formal institutions and civil society actors?

The research methodology for the proposed study will be based on both secondary data analysis and primary data collection on how culture and contextual knowledge influence the risk information in the transboundary multi-hazard early warning systems. The study will use semi-structured interviews as well as focussed group discussions with the community members in India and Nepal at the common watershed of the Mahakali river basin. Stratified sampling method will be used to differentiate the interview between the gender, age and differently able community members. The key informant interviews will be carried out with snowball sampling method to the stakeholders of DRR and EWS in both the countries at the different institutional level ranging from central to the community level institutions and civil society organizations (CSOs). The focus group discussion will be carried out in the community especially with the women and marginalised community members regarding how they receive and interpret the risk information. The focus group discussion and transect walk, as well as informal communication with the local people, will serve as a validation parameter to the semi-structured interviews. The collected data will then be transcribed and coded for analysis.
