Abstract

The proposed research addresses the shift in counter-terrorism policy from a tertiary focus on individuals known to the authorities and a secondary focus on groups 'at risk' of engaging in political violence to a primary focus on preventive work with the whole population of young people, principally through a study of 'early intervention' programmes in schools and youth groups in Wales. The study compares interventions aimed at both far right and Islamist ideologies, given the priority accorded to these in current counter-terrorism policy. The project questions what can constitute 'effectiveness' in these early interventions
