Abstract

The aim of the proposed research is to investigate the relationship between equality
and inclusion in UK disability law. My starting hypothesis is that their conservative
relationship hinders rather than enables more disabled people in the UK access to
the digital world. Thus, it is vital to shift the focus from an equality towards a more
inclusion focused approach to disability. I intend to explore this hypothesis through
comparative socio-legal research regarding the enforcement and monitoring of
disability - in particular, digital accessibility - regulations in the UK to systems in the
US and Norway, where different approaches to disability are arguably contributing to
higher standards of digital accessibility.
