Abstract
My proposed PhD research focuses on decentralization, multi-level governance, and intergovernmental relations during the COVID-19 pandemic (and potentially other policy events). Its aim is to evaluate how various multi-governance arrangements have shaped the nature and performance of responses to the COVID-19 pandemic (and potentially other policy events) and derive new insights into the factors that facilitate and obstruct cooperation and joint decision-making between levels of government.
