Social vulnerability and flood exposure: How a joint assessment can provide insights for flood risk governance in Pakistan.

Abstract

This research aims to investigate how a state-of-the-art approach can be developed to jointly investigate flood exposure and social vulnerability and identify areas where high social flood risk reduction and governance interventions have contributed to reducing social vulnerability and flood exposure, by looking at flood risk reduction and governance interventions in Pakistan. Three different case studies will be conducted in Khyber Pakhtunkhwa, province of Pakistan. A conceptual framework will be designed, incorporating the components of flood exposure, social vulnerability, and governance. A set of indicators will be developed and data will be collected and evaluated to frame flood exposure, social vulnerability, and risk governance interventions. Lastly, it will discuss how the developed framework and indicators provide guidance to both policymakers and practitioners for designing effective flood risk reduction and governance interventions
