Abstract

The core aim is to evaluate the implementation of the biodiversity net benefit tool in Wales to identify the factors that inhibit or enhance the process e.g. tool design, skills and capacity, developer strategies. The key policy output will be to establish what a high quality biodiversity net benefit process in Wales looks like so that best practice can be shared. More broadly, the project will compare the emergence of the English and the Welsh approaches so as to understand the political and institutional factors that have differentiated these.
