Can Chinese Firms Break Free from the US Hi-Tech Blockade? Investigating the New Era of Techno-Nationalist Globalization

Abstract

We seem to be at the dawn of a new era of what some call
"techno-nationalist globalization" in which the national
ownership of advanced technology has become a key
security issue in geopolitical rivalry, which is mainly
reflected recently in the US decoupling of China. This
research proposes to investigate these still-fresh
transformations from the perspective of Chinese high-tech
firms now under attack from the world's hegemon, most of
Huawei but also Tik Tok, ZTE, DJI and Hikvision.

This research will contribute to contemporary debates on
the future of world order, the changing globalization and
structural power, a resurgence of state capitalism versus
neoliberalism, and what some consider to be a burgeoning
Cold War II. Most scholars in these debates are based in the
West and there is a shortage of perspectives from China,
including Chinese firms at the receiving end of this US-led
blockade. This research intends to fill this gap by
investigating Chinese data, especially through interviews
with the Chinese hi-tech firms themselves. Hence, this
research will not only address core academic debates but
also intends to be policy-relevant not just for China but all
emerging markets attempting to navigate this new techno-nationalist era.
