ICTs and Conflict Actors: The Effect of Conflict Actors' Use of ICTs on Dialogue and Peace Processes

Abstract

My PhD project will focus on the effect of conflict actors using
Information and Communication Technologies (ICTs) in dialogue or
peace processes. ICTs have steadily been on the rise in conflict
contexts and consequently in peacebuilding efforts in recent
decades. Overall, the perspective is clear that the very nature of
conflict and consequently of the peacebuilding field is
transforming towards a virtual space. Currently, academics and
practitioners have debated over the role that ICTs can and should
play in conflict and subsequently peacebuilding contexts. The
essential question now is firstly how ICTs matter, secondly when,
and thirdly for whom. After reviewing the wealth of literature on
ICTs it became evident that there is a clear lack of empirical
evidence regarding the effect that ICTs might have when used by
conflict actors in dialogue and peace processes and how these
tools might shape the outcome. Furthermore, there is a gap in the
in-depth analysis of the ways that certain conflict actors use ICTs
within their conflict contexts. My PhD research project seeks to
understand whether there is an effect of conflict actors' use of ICTs
on the outcome of dialogue or peace processes, and if so, under
which conditions? By analyzing the use of ICTs by conflict actors
and its influence on these processes, my PhD can contribute to this
highly relevant field of study and my empirical findings will be of
practical importance to both policymakers and practitioners on the
ground.
