JUNO: A Network for Japan - UK Nuclear Opportunities

Abstract
The UK and Japan have a long established co-operation in the field of civil nuclear energy, originating in the 1960s. Following the Great East Japan Earthquake, on 11 March 2011, leading to partial melt down of three boiling water reactors at the Fukushima Daiici site (Units 1-3), the UK and Japan have established a strong collaboration in the field of nuclear decommissioning and waste management.
The Governments of UK and Japan recognise the importance of stronger collaboration and co-operation in the field of civil nuclear energy, to address the challenges of legacy decommissioning and waste management, and exploitation of nuclear fission technology as a safe, affordable, low carbon energy supply. Accordingly, a Japan - UK framework for Civil Nuclear Co-operation was established in 2012, leading to an annual UK - Japan Nuclear Dialogue to strengthen bi-lateral co-operation in civil nuclear energy.
The JUNO Network for Japan - UK Nuclear Opportunities will build on the annual Nuclear Dialogue, and the existing portfolio of bi-lateral projects established through the EPSRC / MEXT sponsored UK - Japan Civil Nuclear Research Programme. The primary aim is to nurture and network the UK and Japan academic communities in civil nuclear energy, leading to the collaborative development of novel methodologies and tools, to address common challenges in decommissioning and waste management, reactor safety and regulation, nuclear energy policy, public communication and engagement, and environmental safety.
To realise this aim, the Network will organise a regular Network meeting and theme focused discussions, with a focus on knowledge exchange, deriving research questions, developing collaborative projects, and disseminating experience and outcomes. The Network will pump prime and monitor development of collaborations through targeted support for short visits, secondments, pilot scale projects and other activities.

Planned Impact
The impact of this research will have both international reach and significance by addressing the shared research and development priorities identified in the UK / Japan Nuclear Dialogue: decommissioning and waste management; nuclear policy; public communication; nuclear safety and regulation; and environmental safety.
These priorities also resonate with the UK Government's Nuclear Industry Strategy to achieve: continuous improvements in nuclear safety; ensuring effective waste management and decommissioning plans are in place; driving down the costs of nuclear power to benefit domestic and industrial consumers through strategic policy actions; and establishing effective collaborations at home and overseas on R&D and innovation.
A key impact of the Network will be to create the positive and engaging environment necessary to support nucleation and growth of professional and interpersonal relationships between researchers in the UK and Japan. This will enable the development of multi-partner interdisciplinary collaborations to define challenging research problems, within our core themes, and the expansive and creative thinking required to address them. Collectively, the talent, resource and facilities of these new UK / Japan collaborations should deliver research outcomes in our core themes of greater significance and impact. As the Network matures, these new partnerships should lead to more substantial research projects, which themselves will address the joint research priorities of the UK and Japan.
The beneficiaries from this research may therefore include: waste management and disposal authorities; nuclear power operators; Government and non-executive advisory bodies; regulators; the public; and researchers in the relevant field. The benefit and impact achieved through network activities and the collaboration it affords will be primarily through new knowledge, methods, models and tools which will reduce the hazard and cost of nuclear power generation and decommissioning, with improved public acceptance.

Description | The JUNO Network has successfully supported the development of UK - Japan collaboration in civil nuclear energy through its activities. Key highlights include: * Formation of a strong partnership with the British Embassy in Japan, to support networking and research visits, in Japan, through effective engagement with key stakeholders (e.g. JAEA, MEXT, JST, TEPCO, NSRA) and creation of a Collaboration Directory to match UK researchers with counterparts in Japan. * Formation of a strong network of academic of 40 academic and research organisations in the UK and Japan, to participate in annual network meetings and collaboration building workshops, together with several key industrial / governmental organisations (e.g. CLADS, NNL, Sellafield Ltd, Tepco, NDF, NDA). * Creation of a website as a repository of Network activities and outputs for members and other interested parties. * Joint UK - Japan Meeting and Workshop on Civil Nuclear Energy Collaboration 2017, associated with the Atomic Energy Society of Japan Spring Meeting, March 2017. Exploitation Route | At this stage, the research knowledge and partnerships formed by the network will be taken forward by end users (e.g. Nuclear Decommissioning Authority, National Nuclear Laboratory, and Site Licence Companies in the UK; and their counterparts, NSF, JAEA, and TEPCO in Japan) through participation in network activities and the research stimulated by this engagement. Network meetings and workshops will present an opportunity for end users to present research challenges to network members and engage in intensive problem solving activities, to derive solutions which are rooted in UK / Japan collaboration. The pump priming mechanisms of the Network provide a resource to support these collaborations. End users will be consulted in developing the priorities and scope of proposal calls for pump priming projects, to ensure relevance to end user needs. End users will also have access to outcome reports, which will provide a pathway to impact through knowledge transfer and shared experience. |

Description | The JUNO network has been successful in growing research partnerships between the UK and Japan to support decommissioning of the legacy of civil nuclear power generation in both nation states. This has generated new joint research projects which are themselves creating new knowledge to address specific decommissioning challenges such as the characterisation and retrieval of degraded nuclear fuels at Fukushima Dai-ici. Several of these research projects have been forged from collaborations fostered by the JUNO network through its annual meetings and collaboration workshops, which have also provided participants with expert and focused insight on shared UK - Japan research challenges in nuclear decommissioning through knowledge exchange. These activities have benefitted greatly from the support and participation of the counterpart strategic authorities (NDA, NDF), site licencees (Sellafield Ltd, TEPCO), national laboratories (NNL, NDA) and diplomatic missions, to provide up to date context and needs foresight, to inform collaborative endeavours. The Network activities have also informed the intergovernmental UK - Japan Nuclear Dialogue in identifying and prioritising future topics and mechanisms for bilateral research. A key outcome of this project has been to develop an understanding of the common decommissioning challenges at the Sellafield and Fukushima sites and how advances in waste treatment practice can reduce the volume and hazard of the waste inventory to be disposed of. This understanding informed evidence provided to the House of Commons Business, Energy and Industrial Strategy Committee on the Draft National Policy Statement for Geological Disposal Infrastructure in the UK. The evidence was cited as the key basis for Recommendation 2 in the Committee report, "We recommend that the Government clarifies in the NPS the level of uncertainty regarding the inventory and explains to prospective host communities how this will affect their right to reject the GDI at any point during the siting process" - as set out at paragraph 34 in the body of the report. HM Government accepted this recommendation and the National Policy Statement was amended to reference to new paragraphs within the 'Implementing Geological Disposal - Working with Communities' white paper published in 2018. |

Impact | An evidence submission was made on the House of Commons Business, Energy and Industrial Strategy Committee Inquiry on the Draft National Policy Statement for Geological Disposal Infrastructure, by Prof. Neil Hyatt, which highlighted the need to make more explicit assumptions on the waste inventory to be disposed of, and treatment options, since these are critical for public acceptance and the primary drivers of GDF costs and timescales. The advice, informed by expertise developed through EPSRC sponsored research, was cited by the Select Committee in making Recommendation 2 in the report, which states "For transparency purposes, the Government should clarify in the NPS the level of radioactivity that, to its knowledge, waste from the 16 to 18 gigawatt electrical new nuclear build programme would add to the total volume of radioactivity in the GDI and how that will impact the infrastructure requirements of the facility. The UK partners are investigating the mechanisms of soft chemical synthesis of metal nitrides and characterisation of the products. The UK team will also contribute to development of joint publications which will be publicly available through open access in a peer reviewed journal. |
Collaborator Contribution | The Laboratory of Structural Inorganic Chemistry, Hokkaido University, Japan, has provided expertise in the conventional synthesis of metal nitrides by ammonolysis and the analytical determination of N and O content on samples provided by the UK team. The event provided an opportunity to disseminate (by poster, literature and face to face discussion) the activities and outcomes of the network and project to industry leaders, policy makers, and senior academics in Japan, and promote wider UK - Japan collaboration in nuclear energy and decommissioning. Several follow up requests for further information were received following the event and three new collaborations are under development. |

Results and Impact | The JUNO network supported The Open University (UK) and Kyoto University (Japan) in organizing the Commercialisation of Fusion - an Anglo-Japanese Conference, at Hughes Hall Cambridge, from 24-25 June 2019. The meeting was organised with the intention of allowing participants involved in the development of fusion energy, particularly small-scale applications, to exchange views on the prospects for the commercial realisation of fusion in an informal setting. Presentation were made by representatives of fusion technology companies regarding progress with their design concepts. These concepts covered a range of approaches to fusion including magnetic confinement, inertial confinement and a fission-fusion hybrid concept. The JUNO network supported the development of the conference agenda and attendance of keynote speakers from Japan to provide expert perspectives on these topics. The meeting enabled researchers, from both industry and academia, in the UK and Japan to update each other on progress with concepts for the commercial civil application of nuclear fusion science. The event has strengthened the links between researchers in the two countries. One tangible outcome is a proposal for joint work between Kyoto University, the Open University and Imperial College concerning the possible use of fusion energy for the sequestration CO2. using biomass or waste products as a feedstock. |

The session summarised the history and opportunity for UK - Japan collaboration and supporting activities undertaken by the JUNO network. Mr. Roger Cowton of Sellafield Ltd contributed an invited presentation outlining the common decommissioning challenges identified at the Fukushima and Selalfield sites, identified by Sellafield Ltd working with its Japanese counterparts. The JUNO network worked with NSRA to develop the meeting and workshop agenda and identify key researchers from Japan to participate in the workshop, with attendance part supported by network. The meeting and workshop provided the participants with an overview of decommissioning strategy in the UK and Japan and, through facilitated dialogue, identify the key shared research challenges and collaborations required to address them. Additionally, the meeting brought together leaders and researchers in the EPSRC / MEXT funded UK - Japan research programme on civil nuclear energy, to showcase the research outcomes, share experience, and promote networking within the UK and with Japan. The meeting attracted 58 participants: 21 delegates from universities, research organisations and industry in Japan, and 37 from counterparts in the UK. The meeting also attracted the Managing Director of the Technology Strategy Group of the Nuclear Decommissioning Forum in Japan, and the Research Manager of the Nuclear Decommissioning Authority in the UK, who provided comprehensive and reciprocal overviews of the strategy, progress and research needs of decommissioning in the UK and Japan. This was complemented by presentation from a selection of joint EPSRC - MEXT sponsored UK - Japan research projects, which disseminated key research outcomes and reflected on the challenges, opportunities and benefits of the joint research programme. The workshop element of the meeting comprised four structured and facilitated sessions to identify the needs and themes for future UK - Japan collaborative research in nuclear decommissioning, and develop bi-lateral and multi-lateral partnerships to develop research proposals. |

The meeting was held online due to travel restrictions within and between the UK and Japan, but attracted 98 delegates - 53 from the UK and 45 from Japan for two days of intensive knowledge transfer and collaboration building. The JUNO network worked with EPSRC, CLADS and NSRA to develop the meeting and workshop agenda and identify key researchers from the UK and Japan to participate in the workshop. The overlap of time zones between the UK and Japan provided a small window for joint sessions, working from 08.00 - 11.00 UK time and 17.00-20.00 Japan time. Prior to the meeting, UK and Japan delegates were invited to complete an introduction pro-forma to assist in networking and knowledge exchange. The pro-forma captured key research interests, contact information, and collaborations wanted and offered by the participants. 50 responses were received, which were collated and produced in an electronic brochure, distributed to all participants. The feedback from participants was that this had allowed them to both prepare for discussion in the joint workshop sessions and identify new potential partners for collaboration. The first session of the workshop was a joint review meeting of the UK - Japan Civil Nuclear Research programme. Presentations from the JUNO network and NDF presented the background to the UK - Japan joint programme, highlighting the importance of co-operative R&D to address joint challenges of decommissioning the Sellafield and Fukushima Dai-ici sites. Two keynote presentations from Sellafield / NDA and TEPCO set the strategic context for the joint research programme and workshop discussions. Projects supported in Phase 5 and Phase 6 were invited to provide a summary of their research outcomes and collaboration, presented jointly by the partners. The second session of the workshop was restricted to the UK participants and focused on the development of UK ideas and priorities for future research in Phase 8 of the joint research programme, within three themed parallel sessions. The summary of discussion was presented in a workshop plenary and a gap analysis undertaken. The detailed topic summaries were captured on slide presentations to inform the subsequent joint discussion session. The third session of the workshop opened with presentations from the JUNO network and CLADS to outline the key research priorities identified for consideration and discussion, through respective dialogue within the national research communities. The UK and Japan participants then split into three themed parallel discussion groups to share their perspectives with the objective of defining a prioritised set of common research challenges and needs. The outcome of the joint discussions were presented in a workshop plenary and with an opportunity for further input and comment. The final session of the workshop presented the draft Phase 8 call opportunity to the workshop participants. The joint workshop discussion sessions were successful in producing detailed research challenge statements within each thematic area. Following the workshop, the outputs from the discussion groups were synthesised to define the prioritised areas for joint research and collaboration in four research themes for the Phase 8 call, to be agreed by the sponsors. |

An open process was managed to select a UK team of 25 senior and early career research leaders, to attend a two day workshop in Kyoto, with counterparts in Japan, with the aim of defining common research challenges in UK - Japan nuclear decommissioning to inform future funding calls to the joint civil nuclear research programme. Delegates worked through a series of facilitated sessions to capture and prioritise research challenges, methodologies, and facility requirements. Participant feedback from the event was overwhelmingly positive, with ca. 95% of participants indicating that the event had met or exceed their expectations. |

Results and Impact | The JUNO network hosted an expert seminar by Mr Naoto Yagi, Manager of Nuclear Affairs at Tepco Ltd, presented an expert seminar on decommissioning of Fukushima Dai-ici, in December 2019, at the University of Sheffield, to an audience of ca. 60 postgraduate and undergraduate students, and research staff. This was followed by a lively question and answer session, which explored topical issues such as the management of radioactive waster on the Fukushima site and recovery of the core-melt down products, prompted by the seminar. Mr. Yagi also engaged in discussion of potential career opportunities and pathways within the nuclear industry in Japan and Tepco in particular. |

Five seminars were held on a monthly basis attracting 70-100 participants on each occasion. Talks were drawn from across the UK research community, featuring early and mature research investigators from academia and industry, working within the broad area of radioactive waste management. Participants reported their appreciation of this networking activity to maintain community collaboration and knowledge transfer in the absence of in person events and travel. |

Results and Impact | The JUNO network organised a visit to the Sellafield site for 20 delegates from universities and industry in Japan, to improve their knowledge of UK nuclear decommissioning and showcase progress and innovation. The visitors toured the ThORP separation plant, fuel storage facility and Calder Hall Unit 1, the latter included a visit to the control room and viewing of the reactor floor, which was particularly appreciated. Additionally, a bus tour of the site was organised, enabling the participants to understand the scale and complexity of decommissioning at Sellafield, in relation to Fukushima Dai-Ici. The visit was kindly sponsored by Sellafield Ltd, who also provided an introductory presentation covering the history of site operations and the future decommissioning plan, delivered by Dr Roger Cowton, Head of External Affairs. |
