Description | SKOPE both while it was ESRC core-funded and subsequently, has created a large body of multi-disciplinary research that has added to and advanced academic, policy and practitioner understanding of the often very complex interactions between the supply of education and training and demand for skills in the labour market and economy, and how these interactions mediate education and training's impact on performance at a variety of levels of analysis. In particular, by looking at organisational and competitive strategies, and by linking these to what occurs inside the production and labour processes of the workplace, the research has illuminated the critical importance of both the manner and efficacy of how skills are deployed in determining the benefits that both the individual worker and the organisation employing them can derive from upskilling. The Centre's over-arching achievement has been to transform the focus of both academic and policy thinking from a simple concern with how to boost skills supply to a much wider set of issues about how the supply of, demand for, and usage of skills interact within particular organisational and labour market settings. In essence, SKOPE helped 're-frame' conceptualisation of the underlying nature of the policy problem. As a result, perceptions have broadened to embrace the possibility of structural features within the economy that can limit demand for skills in some occupations, sectors and localities; as well as a realisation that unless product market strategies, product specifications, work organisation, job design and employment relations are correctly aligned, the supply of a more highly skilled workforce may have only a limited impact on productivity, innovation or organisational success. A finding of particular importance, for both policy and practice, is that the linkages between skills and productivity are far more complex and conditional than simple, human capital-based approaches might indicate. Unless upskilling is combined with new forms of work organisation and other factors, such as investment in R&D and broader forms of innovation, the returns on investment may be small and the under-utilisation of skills considerable as workers find themselves unable to fully deploy new skills, knowledge and capabilities within the productive process. In other words, skills policy needs to embrace how and to what effect skills are mobilised within different work settings. Vocational skills require an end use value. These findings have informed policy in a range of settings. The Centre has also in recent years (with funding from the FE Trust for Leadership) helped address a gap in research on the marketization of English education, by exploring how further education has been marketized and what effects this has produced in terms of policy and the delivery of learning. The research indicates that marketization, combined with highly centralised policy control and reduced levels of funding has produced institutional instability, increased competition between providers and rendered cooperation hard to achieve. It is also clear that in a competition for students (and hence funding) FE is being squeezed between schools and higher education providers. SKOPE has also had a long-standing interest in devolution in the UK, as witnessed by the Extension Award we were given in 2013/14 to investigate the implications for work and skill policies of the Scottish referendum on independence (the findings and impacts of which have been reported in detail in previous returns). SKOPE's subsequent research in this area has made a significant contribution to our understanding of the impacts of the devolution of skills policy and funding arrangements, from the UK government to the devolved nations, and for the UK government in England to the Mayoral Combined Authorities (MCAs). The main finding is that devolution across the four UK nations is delivering increasingly divergent national policy trajectories, and that aside from England efforts to more closely link skills policy to emerging issues to do with fair work, job quality, workplace innovation, and business development and support are taking place against a firm preference for national education system, rather than market. In terms of devolution within England, the main conclusions are firstly, that the Mayoral Combined Authorities (MCAs) are seeking to develop joined-up policy models akin to those found in Scotland (skills and economic development) and that the underlying organisational logic is pushing them to try to use the devolved elements of funding within their control to help create local systems of provision rather than marketplaces. The second finding is that the funding being devolved to MCAs is small relative to the overall size of educational spending, and gives them limited leverage, and at present central government's appetite for further devolution around education and training is very weak. There is no sign of any system of dual control (local and national) emerging around educational policy, which remains highly centralised. In addition to its research effort, SKOPE has facilitated the formation of a nationwide community of scholars researching into education, skills and the labour market. SKOPE built capacity by enabling collaborations between researchers that otherwise might not have occurred and in particular by exposing researchers to analysis of particular issues from alternative disciplinary standpoints In this respect, for example, we made strides to widen the analysis of transitions from education to work by asking educationalists to consider economists' approaches and vice versa, whilst our research on the incentives to learn brings together and integrates perspectives from economics, sociology and education. Finally, SKOPE has played a role in helping to develop new research methodologies. Description | It is difficult to report except at a token level on 15 years of ESRC-funded impact activity and the subsequent follow-on efforts after ESRC funding ended within the confines of this database. A full account and assessment of SKOPE's research impact up to 2014 was given to the ESRC in our 2014 end-of-award report, and those requiring detail are directed to this document. SKOPE's findings have been used by a wide variety of bodies, including HM Treasury, the Cabinet Office, BIS, Skills Funding Agency, FAF, NAO, the Association of Colleges, Further Education Trust for Leadership, CIPD, the governments of Oman, Norway, Singapore, Scotland, Wales, New Zealand, and Australia, as well as by international bodies such as OECD and CEDEFOP. For example, the growing salience of skills utilisation as a focus for research and for policy action is, in significant part, due to work by SKOPE with governments in the UK, Australia and New Zealand and collaboration with the OECD LEED Project. We also maintained and continue to maintain strong connections with national think tanks, including the IPPR, the Resolution Foundation, the Social Market Foundation, the Centre for London, Compass and the Smith Institute, whilst from time to time we have been involved in TUC deliberations and events. The main outcome of SKOPE's research impact has been to question and qualify simple education and training policy narratives that argue that simply boosting the supply of skills will, in and of itself, produce significant economic and social benefits. We have, to some extent at least, acted as a 'challenge function' to traditional policy narratives and the assumptions that underlie them. Our current heightened focus on devolution has included studies for the Further Education Trust for Leadership (FETL), and comparative research on England and Scotland as part of the FE across the four UK nations seminar series (organised by the Post-14 Centre at IoE, UCL) which has resulted in book chapters and journal articles. This has led to presentations to policy makers and senior practitioners in Scotland, which have led to reflection by Scottish officials on the underlying nature of the divergence between themselves and their English counterparts. We have also responded to requests from DfE analytical services for copies of our recent outputs on developments in skills policy and FE in Scotland which will be used to inform the thinking of the UK Government's Post-18 Review. One of our roles as researchers involved in national level policy deliberations has been to transmit news of developments in one jurisdiction to policy makers in another, as the UK lacks formalised mechanisms for ensuring that policy development and delivery is shared across the four nations. For instance, Keep is involved in the work of the Welsh Government's Commission on Digital Innovation (an activity headed by another SKOPE associate fellow - Professor Phil Brown at Cardiff University) and SKOPE alerted the Scottish Government to this development, as they were unaware of the existence of the Commission, despite having a major interest in the impact of digitilisation on work. In the other direction, links to Scottish policy making are maintained through Keep's continuing membership of the Scottish Government's Labour Market Strategy Group and Keep has been asked to lead a session at the group's next meeting on the impact of digitalisation and AI on skills, which builds on a research review he was commissioned to undertake for the Welsh Government's Digital Commission. In addition, Keep has just been invited to join a cross-UK further education college association inquiry into developing a new long-term agenda for the development of the college sector. More generally since the end of core ESRC funding we have continued to work closely with a range of stakeholders from the worlds of policy and practice. In the last year we have organised a seminar on learning in and through work and the workplace for DfE staff and advisors responsible for T levels and apprenticeship policy; continued to provide advice to DfE via membership of their Skills Policy Analysis Academic Panel; submitted evidence at the request of the DfE to the government's Post-18 Funding Review and have responded to a request from the Secretary of State's advisor for our thoughts on why employer funding of workforce training continues to decline. This last request was a direct result of an article produced by Keep for the publication FE Week, wherein he has a monthly column. Looking forward, Keep has just joined the Labour Party's new Commission on Lifelong Learning, and an all-party Skills Commission inquiry into skill ecosystems. Both of these activities will offer opportunities to help shape thinking about policy and funding development within England. |

The project formed part of my interim evaluation of the Scottish skills utilisation projects. I will be working with the GSA over the coming year to help them review the progress of this particular project as it enters its next phase and broadens the scope of the organisations it seeks to work with. The aim is to help the GSA advance its work in this area and to consider the lessons this initiative might hold for the development of skills utilisation interventions in Scotland. The work will begin in the Spring of 2013, once the next phase of the programme has had chance to bed down. |
