Rising Powers in African agriculture: Are China and Brazil bringing new paradigms to agricultural development cooperation?

Abstract
China and Brazil are not only emerging as major new players in international development cooperation in Africa; along with other Rising Powers, they are also claiming to be working in a new way, characterised by solidarity, mutual learning and "win-win" exchanges rather than conditionality, control and one-way knowledge transfer. Some claim that this amounts to a "new paradigm", contrasted with the approaches followed over recent decades by the established donor countries (many of which are former colonial powers).
This study will examine these issues in the agricultural development cooperation sector, which is critically important for sustainable development and poverty reduction in sub-Saharan Africa - as well as for the UK, which is both a major provider of aid to African agriculture (whether directly or through international organisations like the Consultative Group on International Agricultural Research) and a major consumer of African agricultural produce. In agriculture as in other sectors, the UK shares with the Rising Powers a perception that Africa is an important source of primary resources and growing markets, which means that understanding the changing landscape of agricultural development cooperation on the continent is important for the UK economically as well as foreign policy interests.
The project will be carried out through an innovative international partnership. This will connect researchers from institutions in the UK and a range of African countries, who are already linked through the well-established and influential IDS-led Future Agricultures Consortium, with colleagues from China and Brazil who are actively engaged in studying their countries' new development cooperation engagements.
The proposed research will begin with a mapping phase that will generate the first comprehensive geo-referenced database of Chinese and Brazilian agricultural development cooperation projects in Africa. This will be followed by in-depth case studies of a sample of these projects taking place in Ethiopia, Ghana, Mozambique and Zimbabwe. The case studies will examine the ways in which experience and expertise from China and Brazil engage with the realities of African agriculture and the perspectives of African scientists and farmers. Comparative analysis across projects, countries and types of intervention will address the question of whether "new paradigms" of development cooperation are actually emerging, and assess their implications for the future of aid policy.
This in turn will contribute to an ongoing process of engagement with policy processes in Africa, Brazil, China and the UK, as well as in key international fora, including the discussions that will take place under the UK and Russian Presidencies of the G8 in 2013 and 2014 on the future of development beyond the expiry in 2015 of the Millennium Development Goals.
This project addresses issues raised under all the themes of the Rising Powers and Interdependent Futures Call.

Planned Impact
The study will directly benefit researchers, practitioners and policymakers from the UK, China, Brazil and a range of African countries who are engaging with agricultural development cooperation. By facilitating an enhanced understanding of the processes in which they are involved at the project, national and international levels it will strengthen their work on supporting African agriculture, with positive impacts on food security and sustainable development in the continent.
Within Brazil and China the project will provide significant opportunities for influencing rapidly-evolving development cooperation strategies, and strengthen in-country research capacity to support these strategies, to the benefit of these countries and their African partners. In Ethiopia, Ghana, Mozambique and Zimbabwe, it will strengthen the ability of African researchers and policymakers to negotiate with Chinese and Brazilian actors, increasing ownership and opportunities to align new initiatives more strongly with African realities and interests.
At the policy level, the research will contribute to improved dialogue among stakeholders from Africa, Brazil, China, the UK and other established donor countries, with benefits for the coordination and effectiveness of international development cooperation activities, and hence the value for money that they provide. The UK in particular will benefit from stronger relationships with Chinese and Brazilian institutions and from high-quality policy-relevant information to inform its engagements with the Rising Powers on the key issue of agricultural development in an interdependent world, as well as on the future of aid more broadly.
In addition to its contributions to broad academic and policy debates, the case study research process will engage with specific ongoing processes, whether at the global policy level, (e.g. negotiating the development cooperation agenda of the UK and Russian G8 Presidencies), South-South or Triangular Development Cooperation Initiatives (such as the Africa-Brazil Agricultural Innovation Marketplace) or individual country-level projects (such as Embrapa's planned evaluation of its Nacala Corridor project in Mozambique).

Description | Our research examined Chinese and Brazilian engagements in agriculture in four countries - Ethiopia, Ghana, Mozambique and Zimbabwe - through a series of 16 case studies. The research was conducted by a multinational team, involving around 25 researchers in all. We started our research by asking if there is a new paradigm of development cooperation emerging, with the 'rising powers', including Brazil and China, leading the way? Did the positive rhetoric of South-South cooperation and mutual solidarity suggest that old dependencies and impositions in development were about to be thrown aside? Were there new ways of doing things emerging that all could learn from? The emergence of new players in development cooperation allows greater space for negotiation by African governments as they secure investments, loans and aid projects. It expands the array of expertise and sources of technology that are available. It opens up new opportunities for exchange and learning for particular historical experiences of agricultural development. It encourages a more multi-dimensional set of interactions in development cooperation, where old donors, emerging powers and African states are having to seek new, perhaps more equal, accommodations, and are beginning to learn lessons from each other. And it allows development to engage with the new geopolitics where finance, power and control does not reside only in 'western' countries and institutions. New logics for development cooperation are emerging. A 'developmental state' stance is evident, with very particular Chinese and Brazilian characteristics. Here states are seen as active participants in development processes, framing, facilitating and steering development very actively. Strong state-business alliances are central to this, and have emerged as a core part of development strategy, in agriculture as in other areas. There is clearly no one Brazilian or Chinese 'model', as development interventions emerge from often quite contested narratives around agriculture and development, linked to very different and variegated political settings. Rather than a single model, there are diverse experiments, and many development efforts in Africa are adapting through experimentation and adaptive learning. A new politics and practice of development cooperation inevitably creates winners and losers. On the positive side, Africa has long waited for investment in agriculture and associated productive sectors. New forms of Brazilian and Chinese development cooperation must also be seen in relation to the emergence of both countries as new hubs of capital, seeking opportunities for accumulation. Different drivers are relevant, with Brazil's economy centrally reliant on agribusiness exports, while China must balance the dual challenges of assuring national food security, while promoting business abroad. In sum, we must move beyond the simplistic narratives of either 'South-South' collaboration or 'neo-imperial' expansion to look at the real politics of engagement. This affects how interventions are framed, and by whom. It influences what technologies are chosen, which investments are funded, and who gets trained. Clearly there are both political and economic drivers at the heart of these choices, but these are not uniform or uncontested. The research offers an insight into the early negotiations around a range of themes in African agricultural development; but the engagements of both Brazil and China in African agriculture are going to be part of a much longer story, from which much can be learned. |
Exploitation Route | The most salient advantage of involving international partners in this project every step of the way, is that our collaborative research already has a life of its own within the countries it was generated. Our partners have already been contacting senior policy makers in their respective Ministries of Agriculture, local and international investors, and other relevant academic institutions within their countries. Given the importance of Chinese and Brazilian engagements in African Agriculture, and the vast body of literature we have contributed to this field, this project has already defined our research team as experts within their respective networks. No doubt they will be called upon to develop this work to particular interests within all of our case study countries as they go forward. With respect to the UK-based team's impacts, we held a successful closing event at the end of our research project attended by UK civil servants, private sector investors and journalists from the Economist magazine and elsewhere. We also built links with relevant contacts in the UK Department for International Development and the French Agence Francaise de Developpement through the research. Since our workshop, several of them, including the French Government, have followed up with a request to fund future collaborations based on our research findings. |

Description | Our project has contributed to a range of UK government goals, and improved our understandings of the engagements of two important 'rising powers' in African agriculture. This is important for UK economic development and international investment and aid policy. Our contributions lie in three areas of impact: conceptual, instrumental and capacity. Conceptual Change (changing understandings/terms of debate) Although a subject of great interest, studies of the "Rising Powers" in African agriculture have all too often suffered from a lack of in depth fieldwork. Statistics are hard to come by and many "deals" or projects that are reported with figures in newspapers often fall through before money has changed hands. Our research programme addressed this issue by spending a great deal of time and resources on in depth fieldwork. This was conducted via ethnographic research methods including surveys, participant observations and semi-structured interviews. We measured our findings against common knowledge analyses of Chinese and Brazilian engagements in African Agriculture. As a result, based on concrete evidence, we have been able to significantly reshape the point of departure concerning debates within this field. This covers everything from agricultural investments, 'land grabbing', technology transfers, migration patterns, aid and cooperation projects, etc. We have produced a substantial array of publications, including over 20 Working Papers and two journal special issues (one in process). This adds a significant body of knowledge and evidence base to a poorly understood debate, injecting some new conceptual perspectives, as well as empirical material. Much of this material is Open Access, held on the Future Agricultures Consortium website, and is highly downloaded. Instrumental Change (Changing Policy/Practice) As a whole, this evidence based work means that policy makers and private sector actors will be able to make better informed decisions, and researchers will be able to develop more in depth analyses based on our point of departure. Our feedback workshops in Africa, China, Brazil and the UK have been well-attended, and government policymakers, NGOs, civil society activists, private sector investors and others have been interested in the results. There has been substantial demand for our Working Papers as witnessed by requests and downloads. Blogs and other media pieces we have produced have been widely viewed, and have become reference points in a fast-moving debate, resulting in frequent requests for project members to comment on issues related to the research. We have been invited for briefings at the UK Department for International Development and the French aid agency has also sought advice. We have been approached for advice from various private sector investors (informally), as well as NGOs, including ONE, Practical Action and others. It is too early to attribute changes in policy and practice to the research, but given that it has been one of the only sources of substantive information in this field, it has surely been feeding into a variety of debates in Europe, Africa, China and Brazil. Capacity Change (Building Competencies/Interactions) This research programme included 25 researchers from 8 institutions across Brazil, China, Ethiopia, Ghana, Mozambique, the UK, and Zimbabwe. Team workshops, joint fieldwork, and joint writing up of outputs helped cement good relations across the team. The professional networks that came out of this project have played an important role not just in terms of producing good research, but also building the very relations between countries that this project sought to understand. As the coordinator of the research programme this has also placed IDS and, by extension, other related UK actors in a good position to continue these fruitful engagements going forward, beyond just academia. Support for all researchers in gaining access to the field, and to publishing opportunities has been important for building competencies and careers. |

Questions emerged from the Economist magazine's reporter, government officials and development practitioners. One media outlet asked the speakers for their contact details so as to work with them on a documentary film about their findings. Other media outlets also followed up with questions and development practitioners committed to future collaborations amongst themselves and with speakers. |

Our bid was successful and our project will have an article published about Brazilian aid technicians in Mozambique. Results and Impact | The Mozambican Institute for Economic and Social Studies (IESE) hosted a conference titled 'Brazil and China in Africa' on December 7 in Maputo . The conference comprised a session on the 'Voice of China in Africa' and a session on the ProSAVANA programme in Mozambique, organised by the China and Brazil in African Agriculture (CBAA) project. The conference was advertised by the local media and attended by about 80 people from government, donor agencies, diplomatic representations, local businesses, civil society organisations, social movements, research institutes, universities and the media. |

Results and Impact | Following the main SAIS-CARI workshop at Johns Hopkins University described in other outputs, we had a roundtable discussion for the researchers the next day. This was an opportunity to discuss each others work more critically and share ideas. Unexpected collaborations came out of the roundtable that have since led to interesting research work in China and Africa, pushing the boundaries of this field. |

In this edition they drew attention to research outputs by Lidia Cabral regarding Brazil in African agriculture via an interview with her. This was a high profile Latin American business magazine which we were very pleased to have published in because it meant our project was also reaching the business community. We reflected this in presentations about our research findings hereafter. |
