Voters and the British Political System in the Context of Brexit: the British Election Study 2019-2026

Abstract

The British electorate has become more volatile in recent decades. This volatile environment has allowed recent political shocks and events to bring about a period of rapid and dramatic political change. In 2015 we witnessed fragmentation of party support with the collapse of the Liberal Democrats and the rise of smaller and newer parties such as UKIP, the Greens, and the SNP. In 2017, following the Brexit vote, this was reversed, with a surge in support for the Conservatives and Labour, with many voters choosing on the basis of their attitudes towards Europe and immigration. Whatever form Brexit eventually takes, it will have huge electoral consequences and the next five years are likely to see further shifts in the electoral landscape. The British Election Study will be designed to provide a deep and theoretically informed understanding of those changes. We are proposing a study that maximizes the understanding of the immediate electoral and political consequences of Brexit - both for academic and non-academic beneficiaries.

Our proposed project will achieve this by collecting high quality survey data for the research community, a broad array of the most relevant and timely questions, and a clear dissemination and impact plan. We will also achieve this by carrying out a program of theoretically informed research linking long-term trends in electoral volatility and contemporary political events. The project will benefit from a high level of continuity with the 2014-2019 BES (and historical BES studies) in terms of methodological and theoretical approach and a substantial degree of innovation, keeping the BES at the forefront of national election studies globally.

The BES will consist of two core components: a post-election cross-sectional nationally representative sample survey of citizens; and an internet panel. The content of these surveys will be organised around the themes of accountability, representation and support for the political system. The surveys will allow users to understand and demonstrate how these key areas of democracy are affected by Brexit. The study will be designed to allow investigation of geographical and social variation in representation, accountability and system support. By maximising the extent of comparability with past studies it will also make it possible to compare voter behaviour and attitudes across successive election studies. Similarly the BES will help researchers to understand the role of national context by ensuring comparability between Britain and other countries. The inter-election panel will provide a platform for analysing the drivers of individual-level change and will include questions designed by and for the user community. Users will be able to investigate the impact of the election campaign using our daily sample of voters. We will also make it possible to link data from other sources including other surveys. We will work with the Social Science One Consortium to enable researchers to link Facebook data to BES respondents anonymously and securely which will allow users to combine BES survey responses with behavioural social media data.

We will set aside 15% of the Internet Panel as an Innovation Module (split into four parts). We will use this space for user-created modules that are relevant to both the users' research agendas and the wider user community. This survey space will also allow the BES team to trial new items and adapt items from other studies for comparability and relevance to ongoing debates in the literature.

Our custom designed BES website will provide easy access to data and stories arising from the BES. A program of consultation, events and media engagement will ensure that the study enhances public awareness and understanding of electoral politics, and assist academic and non-academic researchers in their own work.

Planned Impact

The impact of the BES has risen significantly in recent years. Building on the authority of the BES as a reliable source of non-partisan information about British elections and voters amongst non-academic audiences, the next BES will continue and enhance public and political understanding of uncertainty, volatility, and in particular the political consequences of Brexit.

Journalists benefit from BES data and analysis, providing accurate news content, background briefings, and a dataset that is used widely in print and broadcast reporting. Our events will disseminate research findings and consult on novel and timely survey questions; our website will disseminate high-impact findings; and the BES Data Playground will make more data available for journalists to use. BES investigators will continue to produce research for BBC online, ITV News, and other broadcasters, as well as print media. BES data is used throughout the night for BBC election programming and is an integral part of ITV News election coverage, with live analysis and BES-based data dissemination commentary. This is achieved - especially with ITV - by long-term planning and very close collaboration. A BES documentary is being explored currently with another broadcaster. Furthermore, by partnering with Social Science One (via the Institute for Quantitative Social Science, Harvard University), BES data linking to Facebook data, and separately with twitter data, will provide useful analysis for global social media platforms, as well as benefiting social media journalists.

Political parties and campaigning organisations benefit from BES data and analysis, informing party campaigns, the understanding of election outcomes and major changes between elections. This will be achieved by regular one-to-one meetings, events, ongoing dissemination on the BES website, and via the media. This impact also extends to government departments, especially where concerned with civic engagement and participation. Our experience of giving testimony to House of Commons and Lords Committees is very likely to be repeated in the future.

The BES will partner with the Electoral Commission to ensure rigorous understanding of electoral participation, political campaign effects and electoral processes. This informs understanding, policy and also practice, as relevant. We will also invite partnerships with other independent organisations, as we have previously with the Hansard Society and the Committee for the Protection of Standards in Public Life, and through providing insight and analysis for publications and seminars organised by a variety of think tanks. This leads to public understanding of British elections and political attitudes.

BES data plays an essential role underpinning the British polling industry which benefits from BES data in two ways. First, it informs understanding of the relationships between key variables and political choice and turnout, and the reasons for recent polling misses. Second, the BES post-election surveys play an essential behind-the-scenes role in providing the weighting targets for the industry.

Finally, it is our view that - without the BES - the public would not be served by a non-partisan, transparent, freely available, high quality survey and analysis. Information is a key part of the democratic process. BES data and analysis provides a check on political claims (e.g. one political party is supported by one group or another), whether one party is likely to breakthrough in an upcoming election. It helps people better understand whether they can and should trust opinion polls, and explains how fellow citizens have contributed to election outcomes. In the forthcoming political period, this could not be more important. In an era of political volatility and contested truths, BES data will serve public understanding and accountability as a valuable part of the political process.

Description Since 2019 we have released a further eight waves of the BES panel and the 2019 post-election probability sample survey, covering all major electoral events between 2019 and 2024.

We have carried out analysis of the 2019 general election and found that electoral volatility (vote switching) declined in 2019, with the electorate already heavily sorted by Brexit preferences. This fed into Labour Together Commission's review of the 2019 election, where we showed that Labour lost support among the working classes as their support weakened among Leavers (even before 2016), while their support became increasingly pro-Remain. Building on this we have made a major contribution to understanding the Brexit 'realignment'. We developed a new index of voter-party alignment allowing us to examine changes in socio-demographic alignments since 1964. We find that educational alignment has reversed recently with the most educated now voting Labour, while age divisions have grown stronger. We also find that geographical patterns of party alignment have changed since the 2016 referendum, due to Brexit sorting. We have examined the persistence of the Brexit alignment since 2019, and why competence shocks have not - yet - fundamentally disturbed the Brexit realignment. Alongside this work, our research into the Brexit Party indicates that they take more votes from the Conservatives than Labour and that that the demographics and motivations of UKIP (2014) and Brexit Party (2019) voters are similar.

We have also examined the impact of the COVID-19 pandemic as a potential electoral shock. Our analysis from the 2020 panel wave showed that attitudes towards coronavirus policies more closely resemble traditional economic political conflicts than second-dimension conflicts such as Brexit and immigration, suggesting COVID-19 is unlikely to reinforce the Brexit divide. This focus also led to new work showing how competence evaluations have shaped party defection for the Conservatives, how those defections are not explained along Brexit lines despite the persistence of Brexit-based voting.

Work on the economic crisis examines the interaction of age and education levels on economic insecurity, emanating from the generational demographic and economic shifts that unfold over time, and reveals the (economically) secure basis of a majority of Conservative voters in 2019. This provides insight into why the subsequent cost of living crisis is so damaging for the Conservatives. This work has been presented to MPs and generated extensive media coverage.

We have conducted work on the impact of voter identification and provided evidence that around 4% of people lacked valid photo ID at the time of the 2023 elections which had a small but important impact on turnout at those elections. We also showed that lacking voter ID is related to age, social class, education, and income and, crucially, party support. We have also used the BES data to validate a new method for coding open-text survey responses using Large Language Models. This method expands the potential use of open-text survey questions in social science by reducing the analysis costs for researchers and projects.
Exploitation Route Our data are widely used by academics, journalists and political researchers to understand developments in British Politics. We have put a number of measures into place to widen access and promote usage and have received enthusiastic feedback from the research community about the quality and timeliness of our data. The BES website allows direct download of data as well as a dedicated online analysis research tool, a facility which has been comprehensively updated since 2019. Since the start of the BES 2019 award (April 2019) users have downloaded datasets over 28,000 times and have recorded over 229 new publications using the BES data (despite the publication lag).

Description The BES is used extensively by the polling industry to help understand the polling errors in previous elections, and to improve weighting strategies. For example, Survation announced a change of methodology to include turnout weighting derived from BES validated vote data. The data are widely used by political parties and other strategists, to help understand the electorate and improve campaign targeting and to understand the outcome of elections. We submitted detailed evidence to the Labour Party for Labour Together review of the 2019 election and presented analysis to members of the Labour Parliamentary party at Westminster in March 2020. In a letter to Professor Fieldhouse, the Labour Together Review commissioners wrote that BES data "was incredibly helpful as our review aimed to understand Labour's decline in support over a longer period. Although they were hard to face, our conclusions were evidence-based and accepted across the party. We are certain that the deep respect for the work of the British Election Study from people across Labour's political sphere helped us to achieve this." Our BES work on economic insecurity has also had a large impact. It has shaped polling analysis and internal party research and targeting. It is cited by the Joseph Rowntree Foundation as showing them how to think about economic insecurity - one of their key policy themes - and has led to an ongoing research collaboration and new data collection, harnessing the value of the BES. It was picked up as a major focus and segmenting analysis by Opinium and used by a variety of Opinium's client projects. It has led to changes in the work of opinion pollster YouGov. It was featured in the Labour Party conference in 2022 (in a panel by the Joseph Rowntree Foundation and the New Statesman). The Joseph Rowntree Foundation (JRF) said, "Jane's work was quoted in our report which it had helped to frame - a report which, in turn, attracted broadcast attention, and write-ups in a large number of local newspapers as well as the FT, and the Guardian As JRF moves forward, it plans to continue deploying Professor Green's "security" lens to many other social problems." Opinium Research said, "I have used the economic security analysis for a wide variety of projects I have worked on. It was a key component of the analysis I did where I identified "WAND" voters (working age voters without a degree) as one of the key voter groups at the next electionThis work was also used as the Labour Party built its voter segmentation, which identified the "Hero voters" Labour needs to win at the next election." British Election Study data contributes to public understanding of elections. It was used in high-profile BAFTA award-nominated national television broadcasts, on the ITV 2019 general election night special, and in the ITV 'Brexit special' programme marking Britain's departure from the EU. These television programmes placed BES data centre stage and followed a large number of media interviews by the Scientific Leadership Team around the election period, and subsequently. We have reached out to non-academic audiences in a variety of other ways. For example, in late 2019 we jointly hosted (with UK in a Changing Europe) a large pre-election event in London for journalists and researchers presenting and discussing research from the BES. We ran a high impact book launch press conference ahead of the 2019 general election, to maximise the usefulness of the BES to that election. We organised events with high profile journalists to present BES data (with representation from Newsnight, Sky News, ITN, the Financial Times, the Economist and New Statesman), and an event in for parliamentary lobby journalists at Portcullis House in the House of Commons. We have contributed to UK in a Changing Europe conferences and reports. We have published a series of research blogs aimed at non-academic as well as academic users on britishelectionstudy.com, distributed press releases and written op eds, providing insight and commentary, particularly around annual local and devolved elections, and regularly disseminated BES data and research findings with ITV for News at Ten. The BES is used extensively across relevant media including TV (e.g. election night programming on ITV, BBC, Politics Live, Laura Kuenssberg's Sunday political programme), national radio (e.g. the Today program, the World at One, Times Radio), print media (all national and many international newspapers, including penned op eds in the Guardian and the Financial Times) and, in influential podcasts and of course, online. According to Factiva, the British Election Study has been mentioned over 400 times in mainstream print news articles since April 2019.

Results and Impact The panel brings together four papers which address the question of whether the shifts in British voting patterns seen since Brexit - specifically the general elections of 2017 and 2019 - should be considered a realignment. The papers form part of a forthcoming book from the British Election Study team, due to published next year with Oxford University Press. The panel covers the main theoretical framework underpinning the arguments in the book, including the link between electoral shocks and realignment; and examines three of the three electoral changes that might suggest realignment: long-term changes to importance of different values dimensions for vote choice; the changing relationship between education and vote; and the changing electoral geography.
