Abstract
The project links data from ONS surveys, education systems, and the tax and benefit systems to provide insights into the dynamics of earnings and employment, integrating data across individuals, years, jobs, income sources and employers. The research produced from this will be of direct interest to policy makers across government. Equally importantly, the project aims to creates the basis for a sustainable, documented 'wage and employment spine' with the potential to fundamentally transform research and policy analysis across a vast range of topics. Public benefit will be maximised by high-quality metadata and training for users.
This initial funding bid covers the work relating to ONS data sources. Future bids will be submitted for data from other government departments when these become available.

Planned Impact
1. Beneficiaries
For government we anticipate:
- The immediate benefit of the project will be felt across DWP, HMT, BEIS, LPC, OME, GEO and MHCLG, each of whom have specific interests in wage progression and employment.
- The project is of immediate policy relevance for Universal Credit (UC), which is specifically designed to encourage employment, stabilise income and avoid perverse incentives. With roll-out completed, evaluating this becomes increasingly important, particularly with respect to regional differences. DWP has been exploring how people in lower paid work can be promoted to consider and move towards in-work progression for several years.
- The project provides useful insight on how education influences wages and employment whilst also answering the research questions raised by DfE (as mentioned above)
- The project will inform the government's equality strategy by providing the most comprehensive view on wages I relation to nationality, socio-economic background and education
- The development of the Wage and Employment Dynamics datasets will provide a ready source of data for further linkage and exploration of, for example, specific interventions or trials
For the public and business:
- The created datasets should be a key source for policy analysts in a wider set of government departments: Transport (commuting), Defence (ex-military careers), Home Office (migrant workers), Justice (re-offending and employment), and so on
- Analysis into wage and employment could provide substantial information to businesses related to what factors impact the employees' decision to stay in or go to work into a particular workplace

Description | The Wage and Employment (WED) project is having a significant economic and societal impact as it has produced, documented and released linked administrative datasets which are available as a "public good". These datasets are now being used by several academic and government researchers, informing both policy and academic debate. The WED project has released the ASHE (Annual survey of Hours and Earnings) - 2011 Census linked dataset, as well as the Stata code to create the enriched WED-ASHE datasets, which are available via the Office for National Statistics' Secure Research Service (SRS). Both the enriched WED-ASHE and the ASHE - 2011 Census linked datasets are supported with documentation which includes quick start guides and full variable listing. In addition to releasing the datasets as a public good, the WED team have directly produced several research outputs. The outputs produced include methodical papers; policy papers; and academic outputs. The methodological papers include a review of the accuracy of the geographic variables in ASHE; review of data and sampling methodology; and developing a new approach for the creation of cross-sectional and longitudinal weights, which account for attrition and selection effects. All these papers have been reviewed by the ONS and are informing the development of ONS's labour market statistics. The two initial sponsors of the WED project were the Low Pay Commission (LPC) and the Government Equalities Office. The WED team worked closely with both these organisations to focus the core research streams to meet their needs. The policy papers produced included a focus on understanding pay gaps for groups with protected characteristics. However, the greatest impact has been in terms of supporting the work of the LPC. For example, the WED team have completed research into understanding the characteristics of those in low pay and low pay wage progression. This resulted in the WED project being cited within the LPC's annual report as contributing to the evidence base used to support their recommendation in setting minimum pay levels. The academic impact has been most deeply felt in the field of labour economics, which is demonstrated by the presentation of outputs at international conferences and publication of articles in academic journals (e.g. Review of Economic Dynamics). To further impact the WED team created three stakeholder groups (Academic; Government; and Public) to oversee the project and inform research priorities; have completed an extensive capacity building and training programme; and have undertaken a programme of promotion. Members of the Government Stakeholder group include HM Treasury, Bank of England and the Department of Work and Pensions. The training programme consisted of online training events for new, existing, and expert users, with all sessions being recorded and freely available on the website. Promotion of the outputs was mainly through academic and policy conferences, as well as specially tailored events.
