Abstract

Administrative data (that is, information collected primarily for administrative purposes) has long contributed to central government and other statistics. Technological advancement has resulted in the formation of very large administrative databases held by government, and by specialist agencies across the UK. The existence of such databases raises the possibility that administrative data could become, in an anonymised form, a core resource for social science academic research.

During the pilot phase of ADR UK the Scottish Centre for Administrative Data Research (SCADR) has, together with partners in the Scottish Government, delivered a series of policy-relevant projects based on the linking of novel sets of administrative data. In the next phase of ADR UK we aim to work with government to deliver a programme of impactful research in strategically important policy areas which demonstrates the value of investment in administrative data infrastructure, and to act as a centre for methodological, intellectual and policy innovation.

Our five policy-critical research strands are:
- Housing, Health and Welfare, which responds to the Scottish Government's key themes of inclusive growth, health and equality and will access new data to look at the interaction of health and labour market, and wealth and housing.
- Health and Social care, which will have a focus on end of life care (supporting the government manifesto commitment to develop a palliative end of life care strategy) and, drawing on new data, examine the dynamics of the nursing workforce.
- Community Safety and Equality will examine how to improve safety and equality across communities by linking data from law enforcement, justice and health. Studies will examine frequent and overlapping user demand for public services and provide insights on complex problems such as violence, problem drug use and rising crime.
- Children's Lives and Outcomes will focus on three areas: (1) the scarring effect of COVID-19 on aspects of young people's progress, (2) deepening the understanding the attainment gap and (3) support the data needs resulting from government policies such as the incorporation of the UNCRC into Scots Law.
- Lifelong Health and Wellbeing aims to provide evidence in support of Public Health Scotland's 'Fairer, healthier Scotland strategic framework', designing projects that explore how different factors can impact on people's lives and health as they age and identify interventions and policy areas that will help reduce health inequalities.

A cross-cutting research theme will address issues related to the COVID-19 pandemic and its consequences for society. This will continue to explore longer term outcomes and recovery and will be expanded to include any further emerging priorities over the next four years.

A world-leading aspect of our work is the creation of new study cohorts that can be made available for research use. In the next four years we will undertake a major programme of work that will reconstruct families over multiple generations (called the Scottish Historical Population Platform, or SHiPP). Ultimately the data could (with appropriate safeguards for anonymity of the individual) be linked to biomedical data, opening up the opportunity to investigate the role of genes, environment and social mobility - linking living conditions, family structure and genomics.

The researchers involved in SCADR will work closely with colleagues in the Scottish Government on the development of core national linked datasets on equalities, vulnerable people and families, prisoners and health, a care leaver's dataset and a study of drug deaths.

SCADR will continue its commitment to build research capacity though expansion of its training programmes and by working with partners and data controllers to develop better information about how to access data and about the datasets themselves.

Results and Impact Poverty and stigma - the elephants in the room for lone parents: Lecture delivered by Prof Morag Treanor on 5th October 2023. Specifically it was the inaugural lecture in the new annual lecture series in memory of Julie-Ann Macqueen.

This lecture was delivered by Prof. Morag Treanor and looked at two key issues affecting lone parents: poverty and stigma. These issues have been around for a long time and, in spite of the work to advance the outcomes of lone parents and their children, continue to be the elephants in the room of policy and practice.

Results and Impact This ADR UK online symposium in March 2024 brought together researchers, Government and third sector organisations to explore care experienced children's lives and how administrative data can be used to help inform policies and outcomes. It was a UK-wide event with perspectives from each nation. SCADR researchers, Joanna Soraghan and Robert Porter presented for ADR Scotland on kinship care research. The event enabled discussions about comparative research, how to inform policy in this area, the quality of children's data across the UK and developing a community in this area.

Results and Impact Professor Chris Dibben (Director of SCADR) attended a DARE UK event in London on 15/02/2024. DARE UK planned a roundtable to discuss the research priorities and opportunities that can be unlocked by data and infrastructure connectivity at scale - specifically the scientific priorities for cross-domain sensitive data research. The motivation for this is to ensure that the infrastructure capabilities DARE UK seeks to support and enhance going into future phases of the programme are aligned with envisioned scientific priorities.

This roundtable aimed to convene a select group of senior leaders, both at a UKRI director level and the directors and/or leads of the investments themselves, to come together to inform the strategic direction of travel of the DARE UK programme's investments in digital research infrastructure.

This has evolved throughout 2022-23 to data being ingested into ONS Secure Research Service with the view of data being analysed in 2023. This is a strong example of partnership working and knowledge exchange. It has been successful in coordinating and making data available to researchers to improve public services, namely around nursing and midwifery.

Results and Impact 15 November- Prof Chris Dibben presented at ADR UK Conference 2023 in Birmingham on ' Housing tenure and hospital admissions for acute lower respiratory tract infections in children less than 2 years: A Scottish birth cohort (2010-2012)'. After accounting for household socioeconomic circumstances, children living in social and private tenured accommodation, compared to children living in owned accommodation were more likely to be hospitalised for an acute LRTI during the first 2 years of life. Further research to understand the contribution specific housing circumstances make to inequalities in LRTI hospitalisations early in life is needed.

Dynamic method for identifying house-hold members from Electronic Health Records (EHR). They compared the 2021 Census estimates of household number and demography with similar estimates derived from primary care EHRs on the Census date using primary care EHRs for the population of north east London (NEL).

Citing evidence from Scotland's national longitudinal study, Growing Up in Scotland, Professor Treanor discussed the longitudinal trajectories and interconnectedness of poverty, work intensity, child and parental mental health issues.

The Growing Up in Ireland (GUI) annual research conference took place on November 8th, 2023 in Dublin. The event was attended by over 200 delegates from a wide range of research, practice and policy backgrounds, all focused on the improvement of the lives and well-being of children in Ireland. The conference acts as an important forum for sharing new research based on the GUI datasets; there were 24 research presentations, along with addresses from Minister Roderic O'Gorman, Secretary General Kevin McCarthy (DCEDIY) and keynote speaker Professor Morag Treanor.

Results and Impact 30 October 2023: Professor Morag Treanor's research was featured in The Scottish Sun newspaper - 'Debt Demands Hard-up families hounded by council debt collectors for as little as £10 school meal debt'.

Research carried out at the end of last year showed that more than 55 per cent of low income households with kids have at least one deduction made to their Universal Credit by the Department of Work and Pensions before it even hits their bank account, while 27 per cent have multiple deductions made to cover the public debts. The study, carried out by Professor Morag Treanor, revealed that families are seeing their monthly income reduced on average by £80 to cover those missing payments.
