Delivering a Climate Resilient City through City-University Partnership: Glasgow as a Living Lab Accelerating Novel Transformation (GALLANT)

Abstract

GALLANT's vision is to develop whole-systems solutions for a just and sustainable transition delivered at the city scale.

Corporate and political leaders are committing to carbon neutrality locally and globally, often without detailed strategies in place or coordination. This will likely lead to delays and suboptimal outcomes when we need rapid, impactful transformation. Cities are increasingly seen as drivers of a carbon neutral future (e.g., Carbon Neutral City Alliance) because through shared policy and knowledge exchange it is possible for successful action in one city to be adopted by others, creating scalable and rapid change. Glasgow is a model city to lead innovation because it has the UK's most ambitious carbon neutrality target of 2030; has challenging social and environmental inequities that will need to co-benefit
from proposed solutions; and is due to host COP26 in 2021.

Making meaningful, lasting change requires a commitment to the environment that embeds sustainability across major policy decisions and empowers communities as stewards of their local places. In GALLANT, we seek to work with local partners and communities to transform the city into a thriving place for people and nature.

Our overarching goal is to implement a systems-based science approach to solve five environmental problems that will accelerate Glasgow's ability to adapt to and manage climate change. The approach integrates natural science and social science disciplines, putting data at the heart of decision-making. We will create the Glasgow Living Lab, delivering a framework that will be readily deployable to solve emerging environmental problems that show how academic, public and private sectors can act together to make progress.

The five environmental solutions that we have prioritised with Glasgow City Council are:

1. Working to transform urban river-edge land-use governance to create functional floodplains and new accessible green spaces for community use.

2. Working to deliver biodiversity benefits from green infrastructure throughout Glasgow, restoring and connecting habitats using nature-based
solutions, and matching ecosystem service demand with provision.

3. Working to turn vacant, derelict, and polluted land into spaces for carbon sequestration and pollution remediation that can be returned to communities in line with local needs.

4. Working to make the most of current and planned infrastructure by understanding community perceptions of active and
safe travel, use these to increase inclusive urban active travel and mobility improving air quality and reducing CO2 emissions .

5. Working to maximise the value of Glasgow green-blue-grey spaces as a Smart Local Energy System that
bring heat to some of the most deprived areas of Glasgow.

Title Exhibition: Photo Mapping for GALLANT: Capturing Community Perspectives 
Description In 2023, members of GALLANT's community collaboration workstream - Co-Investigator, Dr Ria Dunkley, and Research Associates Dr Sarah Gambell and Dr Florence Halstead - at the University of Glasgow partnered with Open Aye, a participatory photography CIC, to embark on an impactful community photography project. This collaboration aimed to recognise & connect with sustainable community initiatives thriving in Glasgow. Over six months, Open Aye conducted a transformative five-week participatory photography programme involving 37 local community members residing in diverse Glasgow neighbourhoods, who actively participated in workshops resulting in over 12,000 photographs. These images provide a hyper-local view of GALLANT's core themes: Flood Risk, Biodiversity Loss, Vacant and Derelict Land, Active Travel and Inclusive Mobility, and Sustainable Energy. The exhibition is a narrative woven from local experiences with these GALLANT themes. Within this collection, you may encounter images reflecting diverse states of active travel infrastructure, dedicated efforts to repurpose vacant land, social inequalities, community gardens, & environmental activism. Each photograph offers a snapshot of the present, providing critical reflections on our current state & hope for a more sustainable future.

Title GALLANT Zoning Information Layers (Case Study 1) 
Description Developed by researchers Sarah Gambell and James Bonner as part of their NCR-funded Community Resilience to Flooding collaboration with the GALLANT programme. Mapping of sites and areas of notable interest and value, and potentially vulnerable to flooding, in case study site Glasgow Green to motorway crossing. This is an interactive 'deep map' (an approach to mapping that uses different multimedia such as imagery, videos and text to represent different social, cultural, economic factors associated with a place in addition to its physical features) of our main case study site. It focuses on a section of the River Clyde from the Clyde Tidal Weir on the western extent of the Glasgow Green, along the banks of the river through the mixed residential/industrial area of Dalmarnock, along the 'Cunningar Loop' (a woodland park), to Junction 2A of the M74 motorway.

Funded by UKRI NERC as part of their Changing the Environment investment, University researchers are helping the city move towards climate resilience whilst tackling health, social and economic inequalities. GALLANT is using Glasgow as a living lab to trial new sustainable solutions throughout the city. GALLANT takes a whole-systems approach. While addressing the city's key environmental challenges, the programme will consider the co-benefits and trade-offs for public health, wellbeing, and the economy. GALLANT aims to deliver the social priorities of the UN Sustainable Development Goals while remaining within the planetary boundaries of a 1.5°C world - using doughnut economics as a framework. Mapping of Glasgow Vacant and Derelict Land (VDL) sites collating historical data, current data, geochemistry - potential use in VDL site selection.
Collaborator Contribution As the primary partner with University of Glasgow delivering GALLANT, Glasgow City Council have been involved since the bid writing stage. Participating in some of the activity around GALLANT's community research projects has been helpful to inform what local people feel is most important in their areas and how they would like to see these issues addressed. This isn't something we commonly see universities (or anyone else) doing consistently or effectively and so it has felt positive for us to be able to communicate this to our own participants. Impact Feedback: "As part of our Community Advisory Group for the Planting Connection Project, Dr Ria Dunkley's advice has helped us during the first year of developing and delivering in: • Creating internal conversations about the language we are using to engage with communities. This conversation is still ongoing in different ways and is fundamental for our approach to engagement in this project. For example, consider using the word "conservation" and its colonial history-having more reflective approach when explaining that this might not be a neutral word for everyone, when using it with communities. Or thinking more on how to use it. Although this is a slow change and will require lots of internal dialogue, it has created interesting conversations, where change can start happening. • Advising of people on benefits and how they could be affected by payment, which made us think about how we could engage with this audience without creating more barriers. Taking in board this advice, for one of our activities, a paid traineeship aimed to reduce barriers, we decided to divide payments monthly instead of doing a one payment which was the original plan. This helped payment not becoming a barrier for people with benefits. • Providing example on how we could make tools more community oriented. One of them that we would like to use in the future if referring to how people use spaces. More tangible outcomes of the community advisory group impact could be seen with more time within the project. As this is a relationship we are starting to build with members, we are also exploring ways of relating with each other in a volunteering role like this one, which is new for us. In the future, we plan to share lessons learned and experiences by holding a community advisory group with Ria. This will help us seeing way to make it more impactful and meaningful for members and communities. So far, it's been essential to have a person within our members with this community and scholar expertise that allows us to explore and know discussions and tools used today in eco pedagogies and community engagement."

Impact Feedback from Sunny G: "Through knowledge and expertise of the GALLANT team led by Dr Ria Dunkley, I learned a lot about the Living Lab and Climate Action. With my work with local people in Govan with mental health, I was then able to share the work of Ria and the team with my carers /clients through informal updates / chat about the weekly workshops and photo walks. Information around flood risk was especially useful as many of my clients live at Riverside flats, and they have concerns about local flood risk from the Clyde and local flooding of pedestrian areas at Govan Cross/shops. Also these conversations have ranged across the GALLANT themes and community collaboration approach and themes, for example, my well being/arts work where we have been doing local walks for 5 years to greenspaces, e.g. Graving Docks and Clydeside. I was able to try and share some eco knowledge and pressing climate challenges, and potential solutions, shared by the expertise of Ria's team and our Phase 1 Govan participants' teams, pooling of local knowledge, ideas and skills input across the GALLANT themes! Ria's patient explaining of the community collaboration approach and of a Climate community sustainable solutions focus was very helpful. By then building on our Govan locals' knowledge and expertise went down really well with my mental health and wellbeing group as they felt heard too, by association as it were! A good example I believe of the valuable community impact of GALLANT's approach to community work. Ria's expertise in ecopedagogy and Sarah's creative support during photo walks and workshops was appreciated. I now have a much better understanding of local greenspaces / blue spaces, importance in Climate Solutions, especially the team's highlighting of derelict land, trees and biodiversity in Govan. Ria's sharing of the Spot a bee activity book resource is a good tangible example of the kind of local resources that could be potentially developed by locals in Govan during a Citizen Science project, to grow plant biodiversity projects along Clydeside corridors for Active Travel and biodiversity as Ria suggested, and which we spoke about on my wee radio show on Sunny G Radio in Govan. This community responsive team, led with patience and enthusiasm to encourage and document our communities participation through local Govan voices/knowledge/skills built confidence and teamwork, was appreciated and useful upskilling. Looking forward to phase 2 of the Citizen Science projects where more of the local knowledge and data can be gathered, answering hopefully some of the community questions and ideas gathered though Phase 1 during the great workshops around community focused sustainability solutions. Hopefully this will make a contribution to impact local decision making around Climate Action and local and city wide sustainability plans for present and future sustainable urban communities. Personally, the environmental expertise of Ria, for example in Govan Old Graveyard about lichens on gravestones and their connections with biodiversity, local ecology and bees increased my knowledge of the value and connections of cultural and natural environmental interactions in supporting biodiversity and clean air. Another example was Ria highlighting River Clydeside walks and green and blue spaces to increase biodiversity through Citizen-led science projects, with practical impact locally. This could potentially be through increasing air quality and local food production, supporting and underpinning a local Govan Climate Action plan supported by a collective stewardship, to protect our home places to pass on to future generations. Attending Phase 1, and soon Phase 2, has also changed my focus to highlight the work of Govan Community and participation through GALLANT on my wee local radio show the Community and Arts Show on Sunny G Radio. I would simply wish to thank Ria and her team for a great Phase 1 where we also made friends in our Govan group, and heard perspectives on local and Global Climate understanding, Climate Action, and the Climate crisis in informal conversations within the group facilitated by the GALLANT Community Collaboration team, and their carefully curated and informative themed workshops. Personally, it was nearness to River Clyde Riverside walks and the radio station Community resource, plus the heritage architecture, that drew me to live in Govan for last 5 years. So I'm totally delighted that we all get to participate and be facilitated by Ria's patient and knowledgeable leadership and community teamwork support team, including Sarah and Open Aye, to work on local sustainability solutions for our Govan Community! Loving the mapping especially and all the detailed curating of themed photos by Ria and her team which made our learning and knowledge exchange facilitation in my wee opinion Sing! Really looking forward to Phase 2 Citizen Science with this great and engaging GALLANT team and local Govan group!"

Results and Impact GALLANT team members Prof Jaime Toney and Prof Cindy Gray, with colleagues from the Centre for Sustainable Solutions, hosted a delegation from CIVIS - an alliance of 10 leading research higher education institutions across Europe - who form the interdisciplinary working group for the Hub1 on Climate, Environment and Energy. At the time of visit, the group were driving the co-creation of educational offers such as summer schools, Blended Intensive Programmes, and micro-programmes, the ultimate goal being to develop joint degrees. It was hoped that the group would also become the catalyst for joint research projects. The group was also in the process of developing a MOOC. The CIVIS Hub1 group was previously led by Stockholm University's Alisdair Skelton, and has been co-led by the University of Glasgow from September 2022.

The talk gathered community and research groups to share their visions and missions in making Glasgow greener, wilder and healthier. Many groups are working to bring nature back to the city. It is important not only to reconnect people and nature, meaningful changes to how nature is appreciated can tackle inequality in all aspects, such as health, social, economical and environmental issues. Nature can empower the people of Glasgow with a fun and welcoming space for all. This was an opportunity to present the work of GALLANT and the community collaboration work to a wide range of audiences.

Results and Impact This was a British Council and British Embassy in the Netherlands jointly organised event. Discussion was moderated by Aniek Moonen, Chair of the Dutch Youth Climate Movement (Jonge Klimaatbeweging).

GALLANT Co-Investigator Dr Ria Dunkley participated in the panel discussion which was part of the British Council's Climate Connection programme. This is a global platform for dialogue, cooperation, and action, connecting millions of people through shared solutions to the climate crisis. The aim was to reach young audiences (aged 18-40) at British and Dutch higher education institutes, but the event was open to anyone interested in the topic.
The Climate Connection provides new opportunities for young people, policymakers, artists, scientists, early career researchers, teachers, students and academics and business and community leaders across our global network to find creative and collaborative solutions to climate change.

Results and Impact The GALLANT Roots project is a collaborative community-based programme of workshops being developed and implemented in partnership with the community learning team at Glasgow Science Centre. The committee consists of a sub-set of elected officials and civil servants.

The outcome of the meeting was that the definitions were approved and were referred to the Council Administration Committee (CAC) for further approval and adoption. The CAC is the highest level council committee and their approval signalled continued partnership working arrangements among GALLANT, GCC and C40.

Collectively, big steps and bold actions are required to reduce greenhouse gas emissions and environmental destruction. Ensuring that policymakers have the right data and support from business, society and higher education is key to effective leadership, but leadership is different across the globe, from local, to national and international levels.

Results and Impact A motion was moved by Councillor Lana Reid-McConnell at a full meeting of Glasgow City Council councillors, to acknowledge the success of the Grounds for Recycling project led by Glasgow Chamber of Commerce and produced in collaboration with the University of Glasgow. The project was carried out through the Chamber's Circular Glasgow Initiative, that engaged the hospitality sector and the public during the UCI Cycling Championships to challenge and rethink Glasgow's approach to dealing with coffee waste. The project evaluation report highlighted the the work being done by researcher Pru Mhlope. Pru is a James McCune Smith post graduate student working in collaboration with GALLANT, to use coffee grounds as a land remediation agent for vacant and derelict land sites, for which Glasgow has approximately 600. She is supervised by GALLANT Principal Investigator, Prof Jaime Toney, and Co-Investigator, Prof John Crawford. The Council meeting is also available to view via the Council website.

Full text of the motion: That the Parliament welcomes the publication of the Thriving Glasgow Portrait, which, it understands, was developed by the University of Glasgow and Glasgow City Council as part of Glasgow's role in the C40 Thriving Cities Initiative, launched during the 2021 UN COP26, which was held in Glasgow; believes that creating a sustainable city and achieving net zero emissions by 2030 must meet the needs of all Glasgow residents, while respecting the planet's ecological limits; notes that, according to the report, every institution and business in Glasgow should view the portrait and its 44 definitions as their own and use them as a guiding compass for their decisions about sustainability; understands that the portrait has been formally adopted by Glasgow City Council and will inform future policies, plans and strategies in the years to come; commends the Glasgow as a Living Lab Accelerating Novel Transformation (GALLANT) project, led by the University of Glasgow, for its leadership of the project, and believes that the contributions by policymakers, businesses, charities, researchers and local people from across the city have been invaluable to defining what a "thriving" future for Glasgow could look like.

Results and Impact GALLANT researcher Dr Graeme Hunt delivered a presentation aimed at the use of renewable or lower carbon energy resources to replace the extensive use of diesel generators in the events and film production industries in Scotland. The delegates were composed of people from events production, film and TV production, renewable energy suppliers to these industries, and wholesale sales/rental suppliers of production equipment. Bringing together these stakeholders presented the opportunity to uncover any obstacles which the production companies had to obtaining the required equipment to enable a low carbon future for the events and film industries. A final workshop to follow up on this is planned for Spring 2023.

Nousek-McGregor. Urbanisation is increasing across the world and there is growing appreciation of the role urban environments play in supporting biodiversity. The aim of this study was to examine spatial and temporal patterns of riparian biodiversity across an urban-rural corridor. They predicted that biodiversity would decrease from urban to rural areas, but seasonal changes in biodiversity would reflect differences in phenology within urban habitats. To do this they used passive acoustic monitoring to determine biodiversity indices for riparian habitats. Soundscape analysis revealed both spatial and temporal differences in biodiversity between urban and rural areas, but these differences were also strongly influenced by habitat type. This work therefore highlights that patterns of biodiversity within cities are not simply explained by the urban-rural gradient, but that quality of these fragmented habitats is key to supporting biodiversity in cities.

Results and Impact Investigating plant-pollinator networks in urban gardens. GALLANT Co-Investigators Dr Thorsten Balke, Dr Dominic J. McCafferty, Dr Davide Dominoni, Dr Ria Dunkley and GALLANT Research Associate Emma Plant . Private gardens in urban areas provide habitat for diverse pollinator communities. However, gardens have a high abundance of exotic floral species which may destabilise pollination networks, impacting pollination services, and reduce the abundance of rarer pollinators. Previous research in this area has focused on morphological pollinator groups. The aim of this research was to compare plant-pollinator networks in 18 gardens representing high and low urbanisation across the city of Glasgow, Scotland. They employed two methods to measure plant-pollinator networks. Firstly, they used cameras to record plant-pollinator interactions and secondly, we collected pollinators on plants. Both methods were used on one representative plant for each plant species identified along stratified transects. They obtained 74 hours of video recordings containing at least one plant-pollinator interaction every ten minutes. Overall, they demonstrated a novel methodology to measure pollination networks and a standardize approach to assess complex and varied garden habitats. They are currently analysing the results related to network stability and pollinator diversity, which they presented in their contribution.

Results and Impact Assessing the ecological connectivity of urban areas to improve biodiversity. GALLANT Co-investigators Dr Thorsten Balke, Dr Davide M. Dominoni, and Dr Dominic J. McCafferty, GALLANT Research Associate Dr Anna M. Bracken, and Teaching Fellow, Dr Luca Nelli. Blue and greenspaces in cities are vital in supporting biodiversity. To maximise their effectiveness, enhancing the ecological connectivity between these spaces within urban areas is essential. Assessing functional wildlife corridors for a range of species can be challenging, though with the growth of citizen science recording schemes, the presence and/or absence of a variety of species is becoming widely available. This study aims to integrate citizen science datasets with habitat suitability and connectivity modelling to determine urban ecological connections appropriate for a range of species (e.g., mammals, birds, insects, plants) with different habitat requirements and dispersal capabilities. They presented the results of this work, based in Glasgow, UK: discussing techniques used to correct for both inherent biases in citizen science data and for behavioural variation across taxa, and highlighting important habitat variables to consider. The intention is that model outputs will contribute to the practical conservation of species in urban habitats.

Results and Impact GALLANT Research Associate, Dr Cris Hasan, representing our Systems Science workstream (workstream 1), presented a framework for studying nonlinear waves in reaction-diffusion equations (RDEs) based on a compactification technique and Lin's method for constructing heteroclinic orbits. The study identifies generic instabilities of travelling pulses in an RDE with a fold of heteroclinic orbits in the compactified system. In an illustrative model of a habitat patch that is geographically shrinking or shifting due to climate change, the framework was combined with numerical continuation to study tipping points to extinction of vulnerable species.

The presentation was part of a series on Environmental digital twins, 'Environmental data evolution and revolution- what can we achieve?'.

ABSTRACT. How we generate environmental data is changing and continuing to evolve, which means also that the complexity of environmental systems can be studied in greater depth, and hidden connections can be explored. It also means that statistical methods need to evolve to deal with new data streams. It is in this landscape, that we often see, terms such as digital environment, digital twin, and digital earth describing the system we are studying. Focusing on digital twins, a digital twin is defined as a virtual representation of real-world objects or systems; in the environmental context, it can also be phrased as a Digital Earth which is an interactive digital replica of the entire planet that can facilitate a shared understanding of the multiple relationships between the physical and natural environments and society. There are at least three parts in the digital twin: • a model or nested models of the system. We might ask what type of model, how are they being coupled, how is uncertainty represented and quantified? • an evolving set of data relating to the object. There are many questions we might imagine, including what is the sampling frame for the data collection or how do we integrate real time and historic data and • a means of dynamically updating or adjusting the model in accordance with the data. A digital twin needs and consumes large volumes of rich and highly heterogeneous data often from sensors. It needs to bring together data driven and process modelling, and it takes a whole system approach. Ultimately it enables a decision pipeline that runs in real- or near real-time ( data acquisition and analysis, model execution, uncertainty quantification and visualisation) that supports the decision-making process. We present a discussion of some of the statistical challenges in developing a digital twin.

Throughout 2022, the Platinum Jubilee Challenge brought together twenty-one winning institutions to develop a plan to accelerate the tertiary education sector towards Net Zero. Visits, detailed research, an in-depth residential, and many hours of teamwork went into its creation. The report fully covers Scopes 1, 2 and 3, and includes a sector-specific Standardised Carbon Emissions Framework (the Reporting Framework) based on the Greenhouse Gas (GHG) Protocol.

Results and Impact The Thriving Glasgow Portrait was launched in Glasgow's Kelvingrove Museum. The Portrait defines a collaborative vision of what Glasgow would look like if it was a 'thriving city' in terms of 44 social, ecological, and economic dimensions. Researchers at the University of Glasgow in partnership with Glasgow City Council and C40 Cities have been using the Doughnut Economics framework, which aims to meet the needs of all people within the means of the living planet. The Portrait is the first step in the Thriving Cities Initiative, which Glasgow joined at COP26 in November 2021. The Doughnut Framework has allowed stakeholders across the city to consider the interactions and impacts of a wide range of social and ecological dimensions at the local and global scales. This has created a diverse, multi-dimensional picture of Glasgow's current and new ambitions for the city's sustainable future.

The event was introduced by GALLANT Co-Principal Investigator, Prof Petra Meier, and included a panel discussion chaired by Dr Elaine Heslop, Honorary Fellow (School of Geographical and Earth Sciences), University of Glasgow. The panel comprised of the following speakers:

Results and Impact GALLANT researcher Dr Anna Bracken chaired the UrbanByNature Webinar - Trees for Cities. The seminar explored the importance of trees to the physical and cultural environment of urban areas.

Results and Impact GALLANT Postgraduate Researcher, Prudence Mhlophe, wrote a blog for the Grounds for Recycling website about working with used coffee grounds for heavy metal remediation in soils around Glasgow.

Follow up meeting planned between Sophie Nardi-Bart, Grounds for Recycling - Partner and Comms Manager with the Glasgow Chamber of Commerce, and GALLANT Principal Investigator. This was to discuss the logistics behind the potential to scale up Prudence's decontamination effort once her research has been undertaken, and to potentially collaborate on a future project.

Results and Impact Dr Annika Hjelmskog, GALLANT Research Associate, gave a presentation on Doughnut Economics and GALLANT to a group of researchers and practitioners working on Sustainable Food Systems. The workshop was hosted by the directors of the Food Sovereignty Network and was intended to evaluate the intersections between different models of sustainable city design and food systems. They requested to hear more about the Doughnut model and how it is being applied in Glasgow.
Some attendees of the workshop engaged with the Thriving Glasgow Portrait i.e. by attending the launch event.
